In Uganda, ZOA has offices in Kampala, West Nile (Arua), Acholi (Nwoya), and Karamoja (Amudat). ZOA Uganda works both in relief and recovery on the themes of food security & livelihoods, WASH, primary/accelerated/vocational education, and conflict management with a special focus on land security.

About the position

The Project Coordinator, with support from the Project Manager, is responsible for planning, coordinating and implementing the agri-business related activities under the Securing Land for Sustainable Agri-business project in the four target sub-counties in Nwoya District.

Main Responsibilities

Programmatic

  • Implements activities as described in the project proposal based on ZOA’s country policy;

  • Ensure quality roll out of group training in ERI/PAED through monthly recap and feedback sessions;

  • Monitor attendance of group members in ERI/PAED and take corrective measures when attendance falls;

  • Ensure experimental tests are conducted based on through analysis of constraints and opportunities of selected crops including keeping records on the findings of the tests;

  • Support field staff in selecting appropriate markets for market visit by marketing facilitators;

  • Monitor the cascading and adoption of practices, technologies and varieties at household level from experimental or learning sites;

  • Ensure green jobs selected through the ERI/PAED are implemented either through competitive support and linkage to loans (banks & MFIs);

  • Ensures strong weekly monitoring of the saving groups to strengthen and help them mature;

  • Link mature saving groups to formal financial institutions for digital mobile banking and loans;

  • Supports the formation & strengthening of Producer & Marketing Associations (PMAs) or networks including establishing functional leadership structure, constitutions, by-laws, business plan, registration with the Community Development Office and opening of bank accounts;

  • Oversees the implementation of the competitive support to ensure viable and best business plan are awarded;

  • Ensure PMAs, groups and enterprises started through competitive support are linked to sustainable input and output markets (through bulking strategies);

  • Conduct regular health checks of the groups and enterprises and ensure physical and financial records are in place;

  • Build the capacity of the project staff and farmer groups in Agribusiness Management;

  • Discover and seize opportunities for contract farming or linkage of farmers with BDS providers, processors and exporting companies.

    Human Resource Management

  • Participate in the recruitment of project Officers including review of JDs, and interviewing ensuring that selected candidates have required technical skills and knowledge;

  • Provide orientation to Officers on ZOA’s policies, Land security team, and job description ensuring that Officers are conversant with ZOA’s internal regulations and donor regulations;

  • Supervise Officers ensuring timely and quality implementation of project as per grant
    agreement, approved project proposal, log frame, M&E plan, Gantt chart and budgets;

  • Continually identify capacity gaps and provide ongoing mentoring and coaching to Officers in order to improve their performance in delivering their services and / or recommend strategic training opportunities for Land security field staff;

  • Assist in regular orientation of ZOA staff in Agriculture concepts and serve as a resource for institutional knowledge;

  • Establish and continually evaluate the performance of Project Officers against established performance objectives in a timely manner. Generally ensure adherence to ZOA PME system;

  • Ensure effective leave management within the Land Security, in liaison with the Administrator in the field.

    Budgetary

  • Regularly review project budgets ensuring that planned activities are budgeted;

  • Ensure Land Security monthly cash needs are reviewed with the Administrator and submitted to the PGM by 5th of every quarter;

  • Ensure compliance with ZOA’s finance policy within the Land security team;

  • Assist with budget realignments and development of new project budgets as it becomes necessary.

    Coordination

  • Actively participate in Land Security working groups;

  • Maintain cordial working relationships with field level agriculture units and other NGOs;

  • Establish and maintain good working relationships with national agriculture research centers such as NaCRRI and NARO and major seed companies;

  • Establish and maintain good working relationship with sub-county leaders and production department understand Land security project and solicit their participation and by-in into all projects continually consult and solicit their inputs into project implementation as appropriate;

  • Ensure that Project Officers communicate with district and sub-county officials on project progress and emerging issues;

  • Take lead in organizing special missions to the project including donor visits;

  • Ensure effective collaboration with other sectors within ZOA to promote/ensure holistic programming and logistical efficiency. Also provide technical assistance to other sectors;

    Qualifications and Experience

  • Degree or Diploma in Agricultural Economics or other relevant field;

  • At least 3 years successful experience in a similar position in Agro business competence, plan, development and cost –benefit analysis.

    Additional Requirements

  • Good communication, writing and facilitation skills;

  • Excellent spoken and written command of English and Luo;

  • Inventive, creative and enthusiastic person (able to develop the best approach);

  • Good computer skills;

  • Self-motivator, having the ability to work with limited supervision;

  • Ability to work in an innovative environment where plans are developed fast and open for change;

  • Ability and skills to coordinate projects in post conflict affected areas;

  • Provides regular feedback, acknowledges success and need for improvement with supervisees;

  • Coaches, challenges and provides opportunities for growth;

  • Good computer skills: Ms Excel and Ms Word;

  • Ability to drive a motorcycle with valid driving/riding license.
