Job Details:

Preamble

  • The Zambia Health Education and Communication Trust (ZHECT) is an indigenous Zambian Non-Governmental, not for profit Organization (NGO), registered under the laws of Zambia and dedicated to providing high quality health services, social behaviour change interventions, research and capacity building for the improvement of the health status and general wellness of people.

  • Through its multi-project management portfolio, ZHECT has had to procure a number of goods and services to support smooth implementation of activities. In this regard, ZHECT is therefore seeking the services of a qualified consultant to help with development of a procurement manual for the organization.

    Purpose of Consultancy:

  • To write a “Procurement Manual” which will provide the essential information and detailed step‐by‐step procedures for procurement of goods and services for the organization.

  • The document should provide guidance to any person who may be directly or indirectly involved in the procurement process.

  • It should also help in understanding the standard procurement processes and procedures required to be followed under ZHECT.

    Scope of Work:

    The consultant will;

    • Review the current procurement manual of ZHECT,

    • Review the guidelines and requirements of the donors as they relate to the procurement of goods and services and also to review other relevant documentation so far as they relate to procurement.

    • Draft a comprehensive procurement manual that should take into account the interests of all stakeholders and should be
    in line with the provisions of the Zambia Public procurement authority (ZPPA)

    • Development of all necessary procurement tools to be used in the procurement process.

    Deliverables:

    • Develop a ZHECT procurement manual that will be sound and in line with best national or international procurement practice.

    Duration:

    The duration and working schedule of the consultancy will last for a period of 15 working days as follows:

    • Review literature 2 days

    • Compiling draft manual 10 days

    • Presentation of initial draft to ZHECT 1 day

    • Finalization of the manual after comments from ZHECT 2 days

    • Submission of the final acceptable procurement manual by 28th August 2020

    Required Qualifications and Competencies

    The successful candidate should have:

    • Minimum degree or higher diploma in Purchasing and Supplies or related field. Having a minimum of five years’ experience working in procurement

    • Candidate should be committed to the ZHECT assignment until its conclusion and openness to change and ability to manage the complexities of the task

    • Demonstrate a good understanding of the work involved and provide proof of similar work done before, reference of at least 2 past similar works

    • Demonstration of being in good standing with the procurement profession – a registered member of the Institute of Purchasing and Supply (ZIPS)

    Payment conditions,

    • full payment will be made upon submission of a final and acceptable manual.
