Job Summary To supervise the maintenance and servicing of vehicles, procurement of spares, vehicle preventive maintenance programs and compliance to fleet related organisational policies and government regulations to ensure availability of dependable and safe fleet at all times.

Purpose of Job (Responsibilities)
Key Results Areas (Accountabilities)
Planning
Assists in the development of plans and budgets for the procurement of motor vehicles and service/repair parts
Assists in the development of budgets for fuels and lubricants
Create departmental and fleet expense and capital budgets, to submit for approval to management
Ensure accurate motor vehicle and parts specification and appropriate budget inputs
Ensure that fuel and lubricant projections meet Zamtel operational requirements
Fleet management operations well supported by approved budget
Track performance versus forecast on a monthly (or other) basis
Operations
Analyze maintenance costs and provide recommendations on fleet utilization and replacement
Track fleet usage and maintain accurate inventories of service/repair parts
Maintain accurate and up-to-date records for all fleet assets
Perform procurement process for required inventory
Prepare and execute fleet service and repair plans
Participate in vendor negotiations and monitor vendor performance agreements
Supervise day-to-day fleet maintenance operations and assess risk and safety issues
Report on fleet utilization, performance and expenses
Ensure fleet running costs and utilization reports are submitted for management action
Inventory reports submitted every month or upon request by Line Manager or other superior officer
Fleet asset report submitted monthly
Service and repair requisitions within 48 hours of receipt
Submit weekly fleet maintenance plans and service and repair reports
Ensure Vendor Service Level Agreements are developed and implemented
Provide leadership for the Fleet Management Team and ensure the work environment is
in compliance with Company and government, safety and environmental standards.
Submit monthly fleet performance and expense reports
Compliance
Ensure Zamtel Fleet operates within the confines of the Zambian road transport and safety regulations, insurance and tax laws
Participate in the creation/updating of Zamtel Vehicle Policy and Procedures, to include vehicle assignment, personal use, replacement policy, accident reporting process, and other procedures.
Ensure all road licenses and vehicle insurance are up to date.
Zamtel Motor Vehicle Policy and Procedures adhered to and consequence management enforced
Ensure that mileage and fuel logs are properly maintained for each vehicle
Security
Maintain the general security of Zamtel fleet
Ensure security features and other accessories on all fleet are installed and operational
Arrange for secure premises for parking of Zamtel vehicles.
