Background

The Federal Ministry of Health (FMoH) and its stakeholders developed the first Adolescent and Youth Reproductive Health Strategy in 2006, which has been translated into action for about a decade.

The strategy has a broader view and is comprehensive in that it commits to address Sexual Reproductive Health, Substance Use, Communicable and Non-Communicable Diseases, Nutrition, and Injuries.

The strategy is aligned with the national health policy and global strategy for Women's, Children's and Adolescents' Health (2016–2030). Subsequently, a national implementation guideline, minimum service packages and training materials were also developed.

Scope:

To develop a technical and procedural guideline and a summary pocket size handbook that can enable health workers and program managers provide quality health services to adolescents and youth.

Objectives

  • Review relevant global/national guidelines and recommendations on adolescents health care programs to identify specific evidence based technical and procedural skills for healthcare providers,
  • Produce documentation of the current updates skills for consideration in the development of the technical guideline,
  • Deliberate on the identified technical and procedural guide in context to existing national Adolescent and Youth Health (AYH) strategy, standards and minimum services packages with relevant stakeholders including regions,
  • Develop the AYH technical and procedural guideline and a pocket size handbook.

    The development process/approach

    The technical and procedural guideline development will be done under the leadership of FMoH and the Youth Network for Sustainable Development (YNSD) with technical advice of national AYH – Technical Working Group (TWG) members.

    A consultant will develop the guideline as well as concise pocket size handbook.

    Scope

    The consultant’s major responsibility will be coordinating the overall process with YNSD and FMoH leadership and coordinate a series of consultative sessions in the process

    of developing the guideline.

    Capture and document consultative meeting minutes and draw conclusion for the enriching the guideline.

    Liaising with other experts to collect evidence from the Health Sector Transformation Plan (HSTP) midterm review as well as other studies on AYH.

  • Developing detailed activity plan/milestones,
  • Review and identify list of key documents (in-country and global) on AYH for the development of the AYH technical and procedural guideline,
  • Review and analyze key learning from Ethiopia’s implementation of AYH interventions over the past years and organize and document the information,
  • Identify (and recommend) essential readings and resources that could potentially inform the guideline’s development,
  • Suggest ideas that could enhance the guideline development and share with the AYH-TWG.
  • Analyze and package the area of interest guideline and share with YNSD and FMoH,
  • Attend meetings and actively participate in discussions and debates to inform the guideline,
  • Facilitate consultative workshops with the YNSD, FMoH and AYH TWG members
  • Properly record and compile AYH-TWG inputs to include them as part of the guideline,
  • Enrich the guideline and develop and submit the final AYH technical and procedural guideline to YNSD and FMoH.

    Job Requirements

    The consultant(s) should have the following essential qualifications/expertise:

  • Post-graduate degree in Public Health (MPH) and related fields;
  • 5 - 8 years demonstrable experience and knowledge in the area of adolescent and youth health and maternal and child health programming at national and global level;
  • Excellent English writing and editing skills and attention to detail and organizational skills.
