Purpose of Position:The Regional Grants Quality Assurance Advisor role is to strengthen South Africa Regional (SAR) National Office grant acquisition and management capacity, throughout the grant cycle, through strategic and technical support; aimed at increasing National Offices grant portfolios, improving grant impact and donor compliance.
The position holder will represent the Regional Grant Acquisition Management (GAM) team in various donor and coordination forums at Regional and National levels.
The position will also establish strong relationships with donors and actively seek out strategic alliances with donors, INGOs, LNGOs, UN, Governments, bilateral and multilateral agencies and WVI Support Offices for purposes of coordination, marketing and fundraising.
The position will also draft documents which aim to inform internal and external stakeholders concerning WV on-going and future resource development efforts as well as evidence of impact products.
It will support NOs in developing proposals and other program designs for a variety of donors to address development, emergency and rehabilitative proposals which meet local community needs that are aligned to WV Regional Office (RO) and National Office (NO) strategies.
As needed, the Advisor will also lead major proposal acquisition processes; provision of surge grant development support (in country and remotely) and in-country capacity
building.
Key Responsibilities:
Leadership and Strategic Management:
Provide NO GAM Director surge capacity as needed and agreed.
Provide supervision to GIK manager.
Pre-positioning & Donor Engagement:
Support SAR Regional and NO donor and partner engagement including supporting development and implementation of regional donor engagement plan, representing WV in key internal and external forums.
Work with NO GAM in the development of capacity statements to be utilized during prepositioning meetings with donors.
Grant Proposal Development:
Pursue resource mobilization opportunities by working closely with Support Office (SO), NO GAM and technical specialists in developing proposals to address development, emergency and rehabilitative proposals which meet local community needs that are aligned to WV RO and NO strategy.
Identify capacity gaps at NOs in grants acquisition and management work with RO GAM leadership, NO, SOs to address them.
Coordinate Go/No-Go review and approval at Regional level.
Provide Surge capacity for major consortium, complex grant proposals as requested by National Offices.
Coordinate Global Call for proposals Go/No Go processes on behalf of Regional GAM.
Ensure all grant proposals meet donor and SO requirements, with particular focus on consortium and complex proposals.
Ensure CAL requirements and necessary match are included in grant proposals.
Risk Management, Grants Management & Compliance:
Provide effective and reliable monitoring and management of development, emergency and rehabilitative programs through liaison with NO GAM, Project Managers and Technical Advisors and ensure compliance and adherence by Project Managers to WV SAR policies and procedures, donor regulations and monitoring mechanisms which allow transparent and accountable implementation of projects.
Facilitate/Lead start-up workshops for new grants according to the grants minimum standards,
with focus on large, complex grants.
Roll-out and ensure adherence to Grant Health Tracker across NO in conjunction with Regional Grant Finance.
Support multi-country grants via chairing of management steering committee.
GIK Strategic Support:
Provide strategic leadership in GIK as match and project model working groups.
Support development of GIK NO transition plan TOR for FY19.
Provide guidance to NO around GIK as grants match.
Represent WVSAR at Partnership GIK Steering Committee.
Represent WVSAR at partnership GIK Match Working Group.
Provide leadership to GIK Manager and ensure FY18 deliverables and standards.
Reporting and Knowledge Management:
Lead development and scale-up of Grant Health Tracker, with support from Regional Finance.
Ensure that High Risk Grant information is identified within Grant Health Tracker and ensure Regional management has data to make grant risk management decisions.
Lead quarterly reporting to Regional and Global GAM Leadership and Support Offices SAR NO focal points.
Ensure NO are fully complying with Horizon and other reporting mechanisms and provide capacity building support and liaison with Global GAM.
Capacity Building:
Lead on use of innovative match in NO (SIK, GIK, Grant to Grant Match); Ensuring NO know how and when to use these match options.
Ensure all GAM staff in National Offices can understand and can use key GAM processes and systems, reporting (Grant Health Tracker, Horizon Opportunity Profiles, Go/No-Go.
Champion/Facilitate grants management training (G2G, EU, Proposal Pro 3) in various government and multilateral donors’ regulations.
Evidence of Impact and Learning:
Identify and ensure wide publication and sharing of evidence of impact stories in grants.
Share learning, innovations and best practices internally, within WV Regionally and in the Business Development Community.
Ensure BD/GAM is contributing to Child Well-Being Outcomes and support engagement between BD and long-term programming in AP.
Active engagement in WVI GAM Community of Practice.
Knowledge, Skills & Abilities:
Bachelor's Degree in Social Sciences, Humanities, development studies, International Relations or its equivalent.
3-5 years of senior leadership experience in grant acquisition (with a strong track record of winning grants).
Demonstrated experience in project management with government and multilateral agencies grant funded projects.
Advanced knowledge/practice of design, monitoring, and evaluation approaches.
Excellent knowledge of grant compliance procedures for major bilateral and multilateral donors and ability to pay attention to detail.
Demonstrated team management experience that includes coaching staff to high levels of performance.
Demonstrated abilities to engage effectively with diverse teams (cross cultural & cross functional) to achieve shared goals.
Ability to engage at a strategic level and build collaborative relationships with donors and other NGOs.
Excellent written and oral communication skills in English with strong competency in proposal writing.
Must be a committed Christian, able to stand above denominational diversities.
