Purpose of the Position

  • The Programme Quality (PQ) Director will ensure strategy objectives are reached through leadership in the design and monitoring of all WVU programmes and ensuring that technical support and guidance to Operations department which is responsible for programme implementation.

  • Programme design shall be aligned with Our Promise and be continuously enhanced through both formal and informal reflection and learning processes that are informed by strong data and engage a range of internal and external stakeholders.

  • The role will ensure that WVU is an externally facing organization, engaging a variety of stakeholders for the purposes of coordination, learning, income generation and advocacy.

  • The PQ Director’s responsibilities will include overall leadership for the advocacy function, seeking to grow the scale and effectiveness of advocacy in achieving WVU’s strategic objectives.

  • The PQ Director is also accountable for resource acquisition and leading the department to identify and secure new sources of institutional and private funding in order to meet strategic priorities.

  • The position also holds accountability for Child & Adult Safeguarding within WVU.

    Key Accountabilities

    Programme Design and Quality

  • In accordance with national strategy, lead overall programme design and quality assurance through a team of Technical Leads.


  • Accountable for the ongoing development and improvement of Technical Programmes and other core programme design processes (including grant projects) and ensuring alignment with Our
    Promise and National Strategy.

  • Ensure that all programmes remain relevant, innovative and strategy focused through ongoing reflection and learning processes.

  • Accountable for M&E processes within WVU (according to LEAP standards) and for ensuring that high quality data is demonstrate accountability, measure the achievements of programmes and the national strategy and drive ongoing programme improvements.

  • This includes ensuring regular provision of information to enable Senior Leadership and Board to track progress towards Country Strategy child well-being objectives.

  • Make a lead contribution to review and/or redesign of Country Strategy and Technical Programmes as may be required.

  • Accountable for ensuring strong information management for all programme-related (non-financial) information, including compliance with the Horizon MIS.

    Advocacy:

  • Accountable for the development and implementation of a strategy-aligned advocacy plan, incorporating policy advocacy, national/global campaigns and local-level advocacy/social accountability components.


  • Ensure strong collaboration in delivering advocacy within PQ division, across WVU departments and with external stakeholders (including formal advocacy coalitions).

  • Engage directly in policy-level advocacy, where required.

  • Accountable for WVU contribution to global campaigns (It Takes a World) and related coalitions.

    External Engagement:

  • Responsible for leading and coordinating WVU’s engagement with key stakeholders, notably key government stakeholders, donors, UN agencies, local and
    international NGOs.

  • Ensure WVU is strongly represented in all relevant inter-agency fora, working groups, standing committees etc., as required for compliance with UN/governments processes and as necessary to ensure appropriate visibility.

  • Foster personal relationships with key external stakeholders, as appropriate.

    Resource Acquisition:

  • Accountable for raising necessary funds (other than sponsorship funds) in accordance with WVU’s strategy requirements.

  • Ensure strong donor/SO engagement and positioning for grant opportunities.

  • Ensure that annual fundraising targets are met through preparation of high quality, funding proposals.

    Other:

  • Accountable for execution of effective and compliant Adult & Child Safeguarding policy.

  • Support the National Director through active participation in the Senior Leadership Team and strong engagement with the WVU Board of Governors.

  • Act as the coordinator and chair of the WVU Strategy Support Team.

  • Provide mentorship for high potential staff, as identified through WVU’s talent management approach.

  • Undertake additional tasks, as directed by the National Director.

    Knowledge ,Skills and Abilities

  • Education: post-graduate degree in social science or other relevant field is a requirement.

  • Technical skills: strong academic and/or direct programming experience in comparable humanitarian/development contexts.

  • Minimum of 5 years’ experience in a field role, focused on programme design, M&E or grants acquisition.

  • Minimum of 10 years’ experience in staff management role.

  • Experience in working with child rights or child-focused issues a strong advantage.

    Preferred Skills, Knowledge and Experience:

  • Strong capacity in leadership, relationship management/networking, and coordination is essential.

  • Proactive personality, self-driven and strongly motivated.

  • Spiritual maturity, inter-faith knowledge and a biblical worldview – ability to articulate and model our Christian identity and mission in an inclusive way.

  • Demonstration of well-developed interpersonal skills, excellent communication skills, both verbal and written.

  • Proven conceptual and analytical skills, ability to take an evidence-based approach to programme design.

  • Proven facilitation skills.

  • Team player.

  • Ensure a gender perspective in the scope of work.

  • Previous experience in a World Vision office is an advantage.

    Work Environment/Travel:

  • The position requires ability and willingness to travel domestically up to 20% of the time, plus occasional international travel.
