Purpose of Position:
The Program Development Director (PD) will lead World Vision South Sudan's (WVSS’s) resource acquisition strategy and program development.
The PD Director will facilitate program development and resource acquisition with high standards of appropriateness, timeliness, and effectiveness. The Director will oversee the Program Development Manager and the rest of the program development team in the design process of all proposals and concept papers. He/she will ensure that grants progress is communicated appropriately, timely and in detail with key stakeholders. He/she will ensure that donor visits are strategic, well timed and smoothly executed and managed.
Major Responsibilities:
Strategy - Our Promise:
Provide leadership in program alignment with Our Promise.
Ensure that strategy drives programming in WVSS such that proposals, annual operating plans and budgets are aligned to the approved country program strategy.
Support development of Country strategy implementation plan (CSIP).
Lead and coordinate roll out of fragile context programme approach.
Program Development and Resource Acquisition:
Ensure the Sr. Technical Advisors and teams develop technically sound sectorial approaches and programs which respond to humanitarian emergency and sustainable development needs in South Sudan aligned with NO strategy and Our Promise 2030.
Ensure that programs designed align with major donor requirements (OFDA, GAC, DFID, DFAT, German Government, EU and ECHO).
Ensure that programs align with WV fragile context program approach and other WV frameworks where applicable.
Engage and pre-position WVSS with NGOs and institutional donors to develop consortia.
External Engagement:
Represent and coordinate WVSS at national (Juba) level coordination meetings with donors, stakeholders, INGOs, local organizations, and high level government officials. Provide updates on projects at coordination meetings. Provide key stakeholders with updates of meeting outcomes stakeholder priorities.
Develop and maintain strategic relationships with major (government/private) donors including EU, ECHO, USAID, OFDA, UNHCR, UNICEF, WFP, UNDP, GAC, DFID, Irish Aid, FAO, HPF and World Vision Support Offices, including hosting visits and responding to communication. Ensure that WVSS builds its reputation for integrity, expertise and reliability.
Maintain WVSS master list of stakeholder contact information and update regularly.
Ensure PD staff actively participate in relevant national networks, clusters and coalitions.
Ensure that WVSS is a thought leader in FSL and known for its health programming.
Contribute to the development of communications and marketing materials.
Operational Effectiveness and Project Management Support:
Facilitate the operational effectiveness process to update tools including flowcharts and RACI (responsible, accountable, consulted and informed) for the project cycle management process.
Ensure that each new project conducts a start-up workshop lead by the Program Manager and supported by the PD team. Ensure all involved staff have copies of approved program design (narrative, logframe, monitoring and evaluation plan, budget) and grant agreement and that they understand donor regulations, reporting and other requirements.
Ensure the HR department is aware ahead of time which staff to recruit for upcoming projects.
Involve the procurement department in all proposal development to ensure timely procurement once grant agreements are signed.
Provide grant management assistance to the Operation Director and his/her team as needed/requested.
Ensure regular, positive, and productive communication with respective donor representatives, the field, and partners regarding the implementation of program activities.
Ensure on time submission to donors of high quality reports.
Monitor grant implementation and resource/fund utilization rates in conjunction with the Operations and Finance teams.
Assist the field in accessing appropriate technical assistance for successful implementation of activities.
Revise program
documents as necessary and as requested and coordinate or complete approved grant amendments; Coordinate and/or submit grant amendments.
Ensure sector advisors provide technical support to the program managers and respond to technical support requests.
Support the Program Managers in the close-out process for assigned projects (includes final reports, asset disposal and lessons learned).
Team Leadership:
Create performance agreements with each direct report on the PD Team, and conduct quarterly reviews and end of year performance appraisals.
Provide guidance and direction to the team as required, and establish team cohesion and growth, including the organization of capacity building opportunities.
Coach and mentor PD team in conducting assessment, setting personal development goals and providing ongoing support on tools and relevant training resources/material.
Support recruitment process to ensure identification and inclusion of qualified project management staff if requested by Operations Director.
Ensure the Human Resources department is aware about the staffing/recruitment plan.
Communicate outcomes of grant start-up to the donor and internal stakeholders.
Risk Management:
Assess level of risks associated with each funding opportunity and ensure sufficient alignment with relevant WV strategies at all levels, and use information to make decisions whether or not to pursue specific funding opportunities.
Lead development, monitoring and mitigation of key risks in program development and quality.
Knowledge, Skills & Abilities:
Master’s degree in International Development, Rural Development, NGO Leadership or a related discipline.
At least 5 years field experience in a relief or development environment, with at least 3 years’ in a managerial role with direct reporting lines.
Previous experience with successful multi-million dollar program development and budget preparation (USAID, EU/ECHO, DFID, GAC, DFAT, UN agencies preferred).
Must have a clear understanding of the working of the major WV partners (USAID, EU/ECHO, DFID, GAC, DFAT, UN etc), their requirements and standards.
Ability to engage high level donors to influence funding priorities, strategy and policy.
Ability to engage with governmental, NGO and other senior leaders on issues of justice, child rights and development and maintain effective partnerships.
Experience in developing resource development strategies, with focus on fragile contexts.
Strong negotiation skills.
Must be able relate and represent WV to these major program partners, in a highly professional manner.
Capacity building experience in project design, implementation, reporting, and evaluation.
Computer knowledge including Word, Excel, Lotus Notes and Power Point.
Excellent written and verbal communication skills in English, including report-writing and proposal writing skills.
Good understanding of World Vision and Sphere relief standards.
Knowledge of and adherence to the Red Cross and NGO Code of Conduct.
Effective in written and verbal communication in English.
Preferred Skills, Knowledge and Experience:
Previous experience with successful multi-million dollar donor proposal writing and budget preparation (USAID, ECHO, BPRM, UN agencies preferred).
Must have a clear understanding of the working of the major WV partners (UNICEF, WFP, USAID, EU, CIDA, DFID etc), their requirements and standards.
Must be able relate and represent WV to these major program partners, in a highly professional manner.
Capacity building experience in project design, implementation, reporting, and evaluation.
Computer knowledge including Word, Excel, Lotus.
At least 5 years field experience in a relief or development environment.
Work Environment/Travel:
Office-Based position with frequent visits to the fields.
Travel: 30% domestic/international travels is required.
On call: Available for communication with partners and colleagues from diverse time zones.
