Key Responsibilities:The primary role of the MEAL & Impact Specialist is to provide overall technical leadership and strategic direction for program effectiveness and monitoring of the Survive To Thrive(S2T) Scale –Up Project. He or She will develop the project framework, plans, and indicators to capture project performance results and provide effective, accurate, and timely monitoring, evaluation, and reporting of all project activities.
This includes formative investigation (pre-intervention baseline), ongoing data collection, and summative research evaluation (post-intervention). The MEAL & Impact Specialist will also be responsible for providing high-quality advisory and capacity development to project staff to develop and deliver effective M&E systems.
It is expected that the Specialist will collaborate with the RMNCAHN and iWASH Technical Programme MEAL & Impact Specialists as part of the overall sector alignment and consolidated tracking and reporting of results that are consistent with World Vision partnership child well-being outcomes and government policies and regulations
Project DesignSupport the development and updating, selection and/or adoption of guidelines, tools, models and protocols to aid project implementation.
Develop the overall framework for grant M&E in accordance with the design document and donor requirements; that inform project outcomes and impact. Reference should be made to the Technical Program key elements as necessary to ensure that there is a linkage with the overall operational TP models.
Design a routine project evaluation and performance improvement process that uses evidence (indicator, evaluation, and qualitative data) to monitor project activities.
Capacity Building
Develop a capacity-building strategy for project staff to improve project effectiveness, and M&E systems to enhance the delivery of project measurement and reporting.
Conduct training of project staff for effective implementation and data capture across the project sites
Provide ongoing M&E technical assistance to all project stakeholders including relevant government departments. This includes development of data collection tools as necessary to facilitate
Monitoring, Evaluation, and Reporting
Conduct periodic Data Quality Assurance (DQA) through data verification procedures including routine data quality audits for the project to ensure the production of high-quality data.
Guide staff in preparing the progress reports in accordance with approved reporting formats & ensure their timely submission.
Produce consolidated monthly quarterly, semi-annual/annual Performance Reports for the project for sharing with donors and other stakeholders.
Identify strengths and weaknesses in existing data collection and management systems and propose solutions to improve knowledge management activities. Work with other specialists and DFs to conduct baseline and evaluation processes of the project to measure status, impact, and scale.
Support Development Facilitators (DFs) in monitoring, evaluation, and reporting to ensure quality control and timeliness of all deliverables as required.
Ensure robust M&E systems are set to meet the data requirements
of the project. This also implies ensuring there are systems or tools in place to track data on all key indicators.
Research and Learning:
Working in closer collaboration with the RMNCAHN and iWASH TP MEAL & Impact Specialists, Knowledge Management Specialist and TP Managers to identify the need and draw up the Terms of References for specific studies;
In close collaboration with Technical staff, develop research areas and protocols within the land restoration project.
Coordinate all research activities and ensure documentation of lessons learned from all research work to inform project implementation. Guide and supervise consultants or organizations that are contracted to implement special surveys and studies required for evaluating grant effects and impacts.
Ensure key learnings, and good practices from the project are documented and shared internally and externally.
Ensure Projects learnings with impact & evidence gathered to contribute to the Technical Programs Briefing Papers.
Ensure innovations in the project are documented for scaling up to other Area Programs.
Promote the utilization of evidence from various activities in the project including stories of change, case studies, etc.
Coordinate regular project review meetings to facilitate dialogue and learning on project Implementation
Other
Other duties as designated by the Project/ Grant Manager/ Technical Program Manager or his/her delegate.

Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Minimum of a Bachelor’s degree in a health-related discipline such as Public Health, Medicine, Nursing and Nutrition with minimum 5 years’ experience or related field with a strong health technical background.
Master’s Degree in the relevant field or its equivalent is an added advantage with minimum 2 years’ experience in the relevant field
Experience in a complex, international organisation preferably NGO context
Knowledge and understanding of World Vision operations would be an added advantage,
Computer literate in statistical packages including Microsoft applications and others such as Word, Excel, PowerPoint, EPI Info, CS Pro, and SPSS
Working Environment / Conditions:
Work environment: Office-based 40%: field 60%
Travel: Be prepared to travel to implementation sites and regional/global meetings as required
Experience in project design, implementation, monitoring and evaluation and report writing essential
Must have excellent communications, interpersonal, analytical, decision making, conflict management, negotiation, networking, liaison and donor engagement skills
Ability to work in a cross-cultural environment and functional teams.
