Purpose of Position:Strengthen PSNP 4 Institutions and Resilience Development Food Security Activity (SPIR DFSA), is a five-year project funded by USAID/FFP and implemented by consortium partners World Vision, Care International, ORDA, IFPRI, Hawassa University and Ambo University.
It is a flagship Private-Public Partnership (PPP) initiative aimed at contributing to the PSNP institutional Strengthening and Resilience building.
SPIR DFSA will be implemented in targeted communities of Oromia, Amhara and SNNP regions (2017-2020).
Key Responsibilities:
Designs ME Guidelines and Framework:
Oversees the harmonization of the SPIR DFSA M&E guidelines and policies with the local and global partners.
Leads SPIR DFSA M&E Framework design as per the USAID requirements and standards.
Prepares work flows and milestones for the USAID required M&E Plan and related documents.
Work closely with the MIS consultant to develop forms and tools to collect, verify, analyze and use program related data through the online, cloud-based MIS database.
Prepare and implement learning frameworks together with consortium members and other stakeholders.
Document, present, share and publish learning outcomes from SPIR DFSA implementation.
Knowledge, Skills & Abilities:
Educational level required: MSc/MA Degree in Economics, Statistics, Development Studies and other related fields.
Similar senior MEL leadership experience working with a large USAID grant-funded program, preferably with USAID/FFP experience.
Excellent understanding and practical experiences with USAID’s M&E, evaluation, FFPMIS, ADS, DDL, and Reporting requirements, guidance and compliances.
Experience: 10-15 years of work experience preferably from INGO.
Demonstrated skills and experience in participatory deigning, monitoring, evaluation, strategic planning community participation and ownership, development theory, Participatory Rural Appraise tools, Participatory learning, data gathering, data triangulation and collection and use of both qualitative and quantitative data management.
Experience and skills in using statistical packages such as SPSS, STATA, Eviews for data entry, analysis, and reporting and planning and implementation of M&E systems.
Experience in program effectiveness and learning.
Experience of working on emergency response safety net and/or develop programming.
Analysis and report writing skills.
Super user of MS Office products, particularly Access, Excel or other databases and,
graphic presentation and financial spreadsheet programs and Word.

Job Description
Position location to be determined by home country of successful candidate within a jurisdiction (country or US state) where WVI is registered to operate.
Purpose of Position:]
Position provides high quality technical assistance to NOs in programme design, execution, monitoring, evaluation and scale-up of core project models in alignment with WV’s strategy and help achieve child well-being impact.
Develops proposals for grant donors, individuals, businesses, institutions and/or foundations as per requests from the NOs and SOs. Position is deployed for disaster response and other requests from the clients.

Policies, Standards and Guidance:
Reviews requests for technical services from the National offices, Regional offices, Support offices and global center and develops terms of reference for provision of such expertise.
Provides high quality technical assistance to National Offices for TA/TP and programme design, monitoring and evaluation. This would include level 1 or 2 or 3 services to the clients.
Co-creates and develops new project models in collaboration with and as per the requests from the GC Sector Lead.
Scale-up core project model implementation in NOs, in alignment with strategy.
External Engagement:
Engage with external agencies as needed in the provision of technical services to clients.
Based on requests from clients represent WV as required.
Knowledge, Skills & Abilities:
Mid-level technical specialist.
5 years (min) field lever experience.
Master’s degree in relevant technical area of specialization.
Donor experience necessary.
Practitioner/contributor Sector DME experience.
Language skills appropriate to geographic assignment’.
Training / adult learning as a required capability.
Strong experience in grants acquisition and management with bilateral and multilateral donors.
Experience both in programming, and revenue acquisition related areas.
