Job Description

    Purpose of the position

  • SPIR–DFSA is a five-year project funded by USAID, FFP, and implemented by World Vision & its consortium partners.

  • The program is contributing to the PSNP 4 institutional Strengthening and Resilience building government program.

  • The program pursues to influence health & Nutrition outcomes through an integrated approach that emphasizes household and community level interventions and social and behavior change mechanisms for maximum behavioral change and impact.

  • The Health, Nutrition, and Sanitation Officer II will oversee and provide technical leadership and supervision in field-level Health, Nutrition, and WASH intervention.

  • This person also ensures effective utilization of SBCC tools/approaches and enhances community level Group & individual BCC sessions at different platforms (such as IPTG- session, VESA group discussion, ttC visits ...).

  • All the integrated intervention of the SPIR is meant to be translated in the wellbeing of children, where nutritional attainment is the primary goal. Hence, the Health, Nutrition, and Sanitation officer II will work with a range of sectors to ensure health, nutrition, and sanitation targets of the program are well addressed efficiently and effectively.

  • He/she also strengthens the engagement of targeted community members in these Behavioral change processes.

  • This position requires experience and skills to working closely in coordination with SPIR technical teams, learning partners, other implementing partners, stakeholders, other USAID funded (such as GtN , L4R ), or other NGOs with health, nutrition, WASH & food security programs in the respective woreda.

  • The position holder directly supervises the IPT-G and WASH officers.

    Major Responsibilities

  • Lead woreda level planning,
    monitoring, and management of SPIR Health, nutrition, and WASH intervention to ensure informed decision-making and timely implementation of activities and budget utilization.

  • Lead the capacity gaps assessments at the key delivery points/platforms of SPIR interventions both at the health facility and community level to identify skill gaps, and technical assistance and capacity building needs.

  • Coordinate and conduct capacity building activities and ensure the quality of the training at all levels (such as Health centers, Health posts and at community level).

  • Conduct mentoring/coaching of community health facilitator/HEWs on the key SBCC skills needed to implement BCC interventions on health, nutrition, IPTG & WASH activities.

  • Ensure regular National Nutrition program (NNP) & FSTF coordination between sectors.

  • Ensure well-established and an active working relationship and collaboration with Zone offices & Health office, water sanitation, and Hygiene office, and other WV.

  • Ensure Layering & sequencing activities with other NGO working in the SPIR implementation area such as growth through Nutrition (GtN), L4R(CRS) and other

    Qualifications

  • Education/Knowledge/Technical Skills and Experience

    The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • BSC Degree in Public health, Nutrition, and related field with specific training in Health, Nutrition, and WASH interventions. MSc Degree will be advantages

  • A minimum of 5 years of demonstrated expertise in community-level integrated health, nutrition, WASH and food security intervention, and

  • Have 3-5 years of extensive experience in community-level Health, Nutrition, and WASH - SBCC activities.

  • Effective in written and verbal communication in English.

  • Fluency in Afan Oromo is required as the position needs direct communication and interaction with the local community.

  • Technical experience in providing community-level Health, Nutrition WASH training & BCC tool,

  • Knowledge of lotus, Excel, MS Word and MS Access, PowerPoint is an added advantage.
