Job DescriptionPurpose of the position:
To be accountable for WASH and Infrastructure systems design, design review and verification for Strengthen PSNP4 Institutions and Resilience (SPIR), Development Food Security Activity (DFSA)
S/he will be expected to be very knowledgeable about WASH and relevant infrastructure development to provide the required guidance and mentor to team members and work with internal and external stakeholders to achieve common objectives.
The advisor will have not only the ability to effectively provide advice on infrastructure development and handle designs and construction, but also will have the ability to develop an effective, efficient and innovative designs using cutting edge technologies with alternatives to meet very tight schedules and high targets.
Major Responsibilities Coordinate and engage in the design and design review of WASH and Infrastructure hardware projects in consultation with respective Implementing partner’s Coordinators/ Advisors and relevant government offices.
Provide Consortium level guidance and leadership for Implementing partners’ WASH and infrastructure Coordinators/ Advisors in the overall development, design and implementation of planned WASH software component of SPIR/DFSA projects.
Take a lead on technically sound implementation with quality and higher standard of WASH and Infrastructure projects of SPIR/DFSA
Provide guidance and continuous support to respective Implementing Partners advisors/ coordinators in continuous monitoring and periodic supportive supervision of WASH and infrastructure projects based on evidences on the ground and report the outcome of the analysis to make decisions.
Communicate SPIR/DFSA WASH and Infrastructure goals, objectives and achievements with key team members, local beneficiaries, government and the international community.
Ensure WASH and Infrastructure development is in compliance with community needs, USAID’s requirements, WV and national policies and global standards;
Coordinate and participate the consortium level WASH and Infrastructure annual planning process (PREP), DIP, budget, IPTT, ToC and ARR and quarterly reports review and submission.
Ensure that WASH and Infrastructure implementing partners Advisors/ Coordinators and government staffs capacity built , updated and empowered on soft component as well as hard component of WASH and infrastructure implementation.
Carry out other additional assignments whenever required;

Job Requirements
Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Qualification required: A University BSC/M.Sc. Degree in Environmental Science and related fields of study
Experience: The ability to understand the climate change, changing environment, sustainable interventions for agriculture, watershed management, environment and energy sectors anticipate sustainable developments and opportunities,
Preferred: Experience at least 8/6 years’ experience in safeguard’s assessment, Environmental sustainability, climate change mitigation and adaption, Biodiversity conservations and management, project implementation and capacity building.
Experience in safeguards assessment, EIA, SESA planning and implementation in USAID funded programs/projects, NGOs and familiar with safeguard policies of different donors such as USAID, World Bank, EU and African development bank.
Technical Training qualifications required: in EIA, Climate change, Biodiversity conservations, natural resource management and environmental audit and sustainable livelihoods

Working Environment / Conditions:
Work environment: Office-based with frequent travel to the field where disasters strike and sometimes to conflict areas and under stress conditions
Travel: 30% Domestic travel is required.
On call: 20%
