Job DescriptionPurpose of the position:As a member of the WVE Cash and Digital Business Unit team, the position holder will monitor, support and report on all project activities in support of World Vision Ethiopia (WVI) work serving the poor and vulnerable.
The incumbent’s Service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve
Major ResponsibilitiesBeneficiary Targeting, Selection, Verification, Digital Registration, and data Management Process Lead:
Support and involve in the setup/establishment of targeting committee, appeal committee, geographic targeting for kebeles, and initiate discussion for targeting and vulnerable criteria,
Conduct targeting, selection, and verification of target beneficiaries and support the team as per the criteria set and procedures indicated in the SOP,
Ensure the verification process is conducting intensively and meet the target percentages agreed,
Operationalize LMMS and participate in the capacity building training for field staffs and data collectors,
Support and participate in digital beneficiary registration and data management
Cash Distribution, FSPs Engagement
Work closely with Partners so that the contracted Banks are well aware about the Cash Transfer Programs, timelines, places and specific needs of the project,
Agree on a basic principles and procedures set in the SOP should the Banks and implement,
In a joint and participatory way, set the distribution date, places and time,
If possible, Pilot Mobile Cash Transfer on few number of HH beneficiaries,
Coordinate with partners on ensuring vulnerable group of peoples are prioritize in the cash distribution date (women headed, Child Headed, peoples with special needs during Cash distribution),
Ensure all distribution procedures and steps are set on distribution sites,
Ensure all visibility support activities such as posting banner, notice board, and others are in place,
Ensure the functionality of all compliant and response mechanisms are in place
Program Quality, Monitoring, Accountability and Risk Management
Coordinate and collaborate with partners in ensuring all the MEAL activities such as Baseline surveys, Complaint handling, Distribution supervision, Distribution exit interviews, Post distribution monitoring, Market and Price monitoring and quality data is taken, lessons are drawn, and documented in a well-coordinated manure
Knowledge Management
Maintain information on main project activities such as Targeting, Registration, Cash distribution and Monitoring and provide good lessons drawn from implementation.
Oversee implementation of assets managed by Cash and Digital business unit for LMMS implementation
Document any challenges the project encountered during implementation
Prepare monthly and quarterly progress and financial reports and forward them Cash and Digital Business Unit.
External Engagement and Representation
Maintain channels of communication with Zonal, woreda and Kebele level government, partner agencies, and other stakeholders for support and joint consortium work around.
Provide regular reporting on field level implementation
Personal/Professional Development
Actively pursue ongoing personal and professional development of self and staff to enhance contribution to the organization
Participation in Cash and Voucher Programming Training,
Other
Work collaboratively with other departments
Attend, participate in, and lead devotional/chapel meetings as scheduled and convened
Perform other duties as assigned

Requirements
Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Relevant undergraduate degree (e.g. development studies; business administration; social science disciplines; information management, etc)
At least Two years of relevant professional experience in Cash Food and other program interventions
Previous experience in Consortium implementation, cash and food programmingmanagement, environmental sustainability and similar areas of work.
Experience in working conflict affected areas, volatile contexts and supported the implementation of Cash, Food, NFIs, and other program interventions,
Humanitarian field experience with substantial exposure to aid agencies’ Cash, commodity assistance business processes under chronic and rapid emergency contexts
Understanding of program design process, and monitoring/evaluation frameworks
Demonstrable organizational, project management and planning skills
Experience in coordinating and participating in multi-agency programs
Experience in strategic thinking and planning skills, able to set priorities, prepare manageable work plans and to evaluate progress
Other Competencies/Attributes:
Excellent English communication skills (oral and written) with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders
Ability to provide support, training and coaching to staff and partners
Familiarity with donor requirements
Basic financial awareness, with the ability to support budget development
Strong partnership and networking skills
Adaptable and pragmatic approach to difficult situations
Ability to maintain and develop good relationships internally and externally
Proven ability to work independently and in a team
An understanding of and commitment to gender equity and women’s rights in humanitarian programmes

Knowledge of and adherence to Red Cross and NGO Code of Conduct
Strong computer skills (Word, Excel, Power Point, Internet)
Willing and able to travel within the zones and woredas.
License, registration, or certification required to perform this position
Any Cash, Food, NFIs, and any development related trainings Certificates
Additional work experience preferred for this position.
Cash and Livelihood Field Experience
Field operation arrangements and coordinate field activities
Mobilize staffs and experience in supervisory role,
Mobilize resources such as equipment, staffs and others
Working Environment / Conditions:
The position requires ability and willingness to travel in the target Zones and Woredas including target Kebeles 70 % of the time.
