Job DescriptionPurpose of the position:
As a member of the WVE Cash and Digital Business Unit team, you will monitor, support and report on all project activities in support of World Vision Ethiopia (WVI) work serving the poor and vulnerable.
Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.
The position holder will be responsible for leading the CCD Cash consortium implementation in Somali Region Liben Zone in two woredas namely Dolo Ado and Bokolomayo.
He/ She will ensure operationalizing the cash programming where WVE is going to implement in the target two woredas and last miles digital and payment solution and data management systems to support enhanced productivity and effectiveness of field operations.
Major ResponsibilitiesBeneficiary Identification, Targeting, Selection, Verification, Digital Registration, and data Management Process Lead:
Support and involve in the setup/establishment of targeting committee, appeal committee, geographic targeting for kebeles, and initiate discussion for targeting and vulnerable criteria,
Conduct targeting, selection, and verification of target beneficiaries and support the team as per the criteria set and procedures indicated in the SOP,
Ensure the verification process is conducting intensively and meet the target percentages agreed,
Operationalize LMMS and participate in the capacity building training for field staffs and data collectors,
Lead and participate in digital beneficiary registration and data management
Support and involve in the setup/establishment of targeting committee, appeal committee, geographic targeting for kebeles, and initiate discussion for targeting and vulnerable criteria,
Conduct targeting, selection, and verification of target beneficiaries and support the team as per the criteria set and procedures indicated in the SOP,
PQ, Monitoring, Accountability and Risk Management
Conduct distribution supervision activities on spot,
Collaborate in Distribution Exit Interviews of beneficiaries,
Conduct FSPs monitoring on the subsequent distribution activities,
Conduct a monthly market and Price data collection using digital data collection tools such as Kobo,
Knowledge Management
Maintain information on main project activities such as Targeting, Registration, Cash distribution and Monitoring and provide good lessons drawn from implementation.
Oversee implementation of assets managed by Cash and Digital business unit for LMMS implementation
Document any challenges the project encountered during implementation
Prepare monthly and quarterly progress and financial reports and forward them Cash and Digital Business Unit.
External Engagement and Representation
Maintain channels of communication with Regional, Zonal, woreda and Kebele level government, partner agencies, and other stakeholders for support and joint consortium work around.
Provide regular reporting on
field level implementation
Job Requirements
Relevant undergraduate degree (e.g. development studies; business administration; social science disciplines; information management, etc)
Previous experience in Livelihood and Cash Programs
Experience in deployment to fragile, volatile contexts and supported the implementation of Cash, Food, NFIs, and other program interventions,
Humanitarian field experience with substantial exposure to aid agencies’ commodity and aid assistance business processes under chronic and rapid emergency contexts
Understanding of program design process, and monitoring/evaluation frameworks
Demonstrable organizational, project management and planning skills
Experience in coordinating and participating in multi-agency programs
Experience in strategic thinking and planning skills, able to set priorities, prepare manageable work plans and to evaluate progress
Experience in applying data protection principles in Humanitarian action (e.g. ICRC, EU) additional work experience preferred for this position Cash and Livelihood Field
Experience including Food Relief Experience Field operation arrangements and coordinate field activities Mobilize staffs and experience in supervisory role, Mobilize resources such as equipment, staffs and others
Preferred Skills, Knowledge and Experience:
Excellent English communication skills (oral and written) with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders
Ability to provide support, training and coaching to staff and partners
Familiarity with donor requirements
Basic financial awareness, with the ability to support budget development
Strong partnership and networking skills
Adaptable and pragmatic approach to difficult situations
Ability to maintain and develop good relationships internally and externally
Proven ability to work independently and in a team
An understanding of and commitment to gender equity and women’s rights in humanitarian programmes
Proven ability to build trust and relationships to work productively, motivate and inspire teamwork even without line management authority
Strong negotiation and presentation skills
Excellent analytical, problem-solving skills and detail orientation, even under time pressure
Positive attitude and willingness to learn and work in a context of people with various ethnic and religious backgrounds

Working Environment / Conditions:
The position requires ability and willingness to travel in the target Region, Zones, and Woredas including target Kebeles 70 % of the time.
