Purpose of the position:World Vision Uganda is responding to the Title II USAID/Food for Peace (FFP) funded Development Food Aid Program (DFAP) solicitation for Karamoja, Uganda. A Request for Application (RFA) and Country Specific Information (CSI) have been released by USAID/FFP.
The DFAP is an integrated food security program that operates in both the agricultural and health sectors with a resilience focus.
The program's ultimate goal is to improve food and nutrition security and economic well-being among vulnerable households in Kaabong, Kotido, Abim, Moroto, Napak, Nakapiripirt, and Amudat districts of Karamoja sub region in Uganda.
WVU will focus the program intervention on community level governance structures, preventing chronic malnutrition, water, sanitation & hygiene and sustainable livelihoods in three districts of Kaabong, Kotido, Abim.
This is one of the key positions that must be filled as we submit the proposal, and the successful candidate will take up office upon being awarded the grant.
The M&E Advisor has overall monitoring and evaluation responsibility, providing coordination and leadership for of the USAID DFAP grant, including formative investigation (pre-intervention baseline), ongoing data collection, and summative research evaluation (post-intervention).
He/she is responsible for facilitating a participatory process, developing Monitoring, Evaluation and Learning strategies and frameworks matched to this DFAP.
He/she is also responsible for the end of project evaluation that will sum up the grant’s accomplishments in an accurate and objective way.
The successful candidate will support the different DFAP component Managers to develop work plans with clear targets and timeframes including defined roles and responsibilities.
He/she will also support local partners in establishing their M&E and reporting systems and provide technical assistance to improve their understanding of project evaluation and a performance-based management approach. The position will also support reporting activities, including training of staff and partners.
Major relationshipPlanningDevelop the overall framework for the grant M&E in accordance with the program design document and USAID donor requirements.
Identify the core information needs of grant management, partners, and funding agencies; Participate in development of the annual work plan and budget, ensuring alignment with technical strategy
Foster participatory planning and monitoring by engaging primary stakeholder groups in the M&E of activities
Pre-Implementation
Conduct readiness assessment: the incentives at the system level, the beneficiaries and existing capacity
Keep abreast of developments in grant/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results.
Identify the requirement for collecting baseline data, prepare terms-of-reference for and arrange the conduct of a baseline survey, as required.
Implementation/Execution
Take a lead role in designing the detailed DFAP M&E plan including designing of data collection tools and methodologies, M&E workflow, data flow, data integrity, data quality assurance as well as database design and protocols.
Oversee and execute the DFAP M&E activities with particular focus on results and impacts as well as in lesson learnt.
Work closely with the DFAP program research partner in defining and executing a research strategy including overall guidance to the partnership research component.
Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed
Clarify and/or facilitate process for monitoring and evaluations of sub-grantees.
Assist program teams set up appropriate and effective data summary statistics well linked to the organization tracking dashboards.
Identify the need and draw up the ToRs for specific studies; Recruit, guide and
supervise consultants or organizations that are contracted to implement special surveys and studies required for evaluating grant effects and impacts
Perform regular field visits to ensure the quality of data collected by Programs and to verify the accuracy of reported data
Reporting
Guide staff and executing partners in preparing their progress reports in accordance with approved reporting formats and ensure their timely submission. This includes quarterly progress reports, annual project reports, inception reports, and ad-hoc technical reports.
Prepare consolidation progress reports for grant management including identification of problems, causes of potential bottlenecks in the project implementation, and providing specific recommendations.
Disseminate program research and learning information during the stakeholders’ collaborative and learning events and use the information to feed into program visibility and advocacy work.
Identify strengths and weaknesses in existing data collection and management systems and propose solutions to improve knowledge management activities.Draft tools and their revisions as well as data collection procedures (eg. logical framework, project performance tracking, indicators, data flow chart, M&E manuals)
Capacity Building/Continuous Learning
Design and implement a system to identify, analyze, document and disseminate lessons learned
Ensure that monitoring data is discussed in the appropriate forum and in a timely fashion in terms of implications of future action. If necessary, create such discussion forums to fill any gaps.

The successful candidate will take a lead role in coordinating the program learning events, between the organizations, partners and other key stakeholders and document all outcomes for replication and.
Monitor the follow up on evaluation recommendations
Support project/program staff on ways to properly document, organize and capture program progress
Facilitate, act as resource person, and join, if required any external supervision and evaluation missions
Organize (and provide) refresher training in M&E for grants staff, implementing partners, local organizations and primary stakeholders with view of strengthening local M&E capacity
Network with external and WV internal partners to promote learning and achieve M&E excellence
Qualifications: Education/Knowledge/Technical Skills and Experience
Master’s degree in Monitoring and Evaluation, project management, social science
Experience and familiarity with USAID/FFP grants.
Facilitation skills
Report writing, research, monitoring and evaluation skills
Familiarity with and a supportive attitude towards processes of strengthening local organizations and building local capacities for self-management
Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders
Strong leadership and management skills
Strong mediation and conflict resolution skills
English language skills
Strong analytical skills
Good communication skills Proven experience in leading the M&E function of a large project
Strong conceptual knowledge about theories of change, logic model, food and nutrition security indicators,
M&E plan, data quality assurance, data utilization, and gender integration into M&E.
Experience in developing and operationalizing a comprehensive monitoring and evaluation plan, routine monitoring system to track both output and outcome indicators.
