Background

In line with Canada's Feminist International Assistance Policy (FIAP), Canada is looking
for on the ground expertise to strengthen its knowledge of: sexual and reproductive health
and rights (SRHR); comprehensive sexuality education; extent of maternal and health
services including family planning; barriers to access, including sexual and gender-based
violence, in Kenya and Somalia.

Objective

The main role of the Specialist is to assist the Global Affairs Canada’s (GAC) development
Program in:

  • Exploring and identifying different SRHR options and opportunities for programming
    in Kenya and Somalia;
  • Monitoring Mother, New Born, and Child Heath (MNCH) and SRHR sector trends and
    key actors in Kenya and Somalia (including government programs, such as universal
    coverage);
  • Monitoring results achieved to date through Canada’s assistance to sector, its value
    added and contribution to improvement in health outcomes in Kenya and Somalia;
  • Identifying remaining challenges, success factors, lessons learned through MNCH and
    SRHR programming in Kenya and Somalia (other donors, government programs) to
    inform future programming;
  • Support GAC in tracking progress and making necessary changes in a timely fashion to
    achieve expected results;
  • Provide GAC and implementing partners with regular, reliable information and advice
    on progress and issues of concern in order to help improve performance and achieve
    better development results.

    Specific Responsibilities:
  • Monitor MNCH and SRHR sector trends and emerging issues and provide expert
    advice to GAC on the same in Kenya and Somalia (including Somaliland);
  • Support GAC in tracking progress in the health sector and provide expert advice in
    order to make necessary changes to achieve expected results;
  • Provide expert opinions and comments as requested by GAC on topics relevant to the
    health sector and SRHR in particular in the two countries;
  • Establish, monitor and maintain contacts within the Ministries of Health (MOH),
    Development Partner Communities and other health sector stakeholders in Kenya and
    Somalia;
  • Analyse and provide expert advice and guidance on documentations produced by the
    Ministries of Health, Development Partners and those by other health sector
    stakeholders that could contribute to the effective implementation of the GAC program
    in the two countries;
  • Establish a database of written documentation on the health sector in the two countries;
  • Upon request, support and report on GAC’s MNCH and SRHR meetings.
  • Keep abreast of the health sector priorities of Development Partner Organizations,
    stakeholder organizations and those of the two governments (Kenya and Somalia,
    including Somaliland area);

    Mandatory Requirements

    The Specialist is expected to possess the following qualifications and experience:

  • A Master’s degree in health or a health related field, at very minimum;
  • Minimum 10 years of experience in the public health sector with at least 5 years’
    experience working on SRHR issues in Kenya or
    Somalia or both;
  • Relevant and demonstrable working experience in providing SRHR advice to
    international donor agencies on large international development projects, including
    cooperating with key stakeholders in Kenya and Somalia (i.e. donors, UN agencies,
    International Financial Institutions (IFIs), Governments of Kenya’s and Somalia’s line
    ministries and agencies);
  • In-depth knowledge, demonstrated experience and understanding of sexual and
    reproductive health sector issues in Kenya and Somalia, and the human rights
    violations of SRHR which can include sexual and gender-based violence, early forced
    child marriages and other harmful traditional practices;
  • Experience providing analysis, advice, and drafting reports, briefing materials,
    speeches and other communication materials for diverse audiences, including senior
    officials;
  • Relevant and demonstrable working experience in providing SRHR advice to
    international donor agencies on large international development projects, including
    cooperating with key stakeholders in Kenya and Somalia (i.e. donors, UN agencies,
    International Financial Institutions (IFIs), Governments of Kenya’s and Somalia’s line
    ministries and agencies);
  • Demonstrable knowledge of how to apply a human rights-based approach and gender
    equality concepts, analytical and programming tools to international assistance;
  • Excellent oral and written communication skills in English and Swahili
  • Capacity to work independently and under tight deadlines.
  • Mastery of basic office software, such as Microsoft Word, Excel and PowerPoint.

    Assest Requirments:
  • Excellent oral and written communication skills in Somali language.
  • Demonstrable knowledge and experience working with of result-based management
    frameworks;
