The Country Support Unit within the WHO Country Office provides operations-enabling functions to the technical clusters and programs to facilitate effective and effective implementation of programmatic activities. Fleet Management Section within the CSU is responsible for the day-to-day management of the vehicle fleet, ensuring effective deployment of the fleet to facilitate movement of men and materials to support programme delivery.
The Fleet Assistant will be responsible and accountable for the provision of a seamless and well-rounded fleet management services that will facilitate effective and efficient operations.
Description of Duties
Under the supervision and guidance of the Operations and Logistics Support Officer, the Fleet Assistant will provide support on Fleet management for the WHO country office.
Work is assigned with general or specific instructions and performed in accordance with WHO regulations and procedures.
The incumbent seeks clarification from the originator and/or guidance from the supervisor.
Work is controlled for meeting expectations and compliance with instructions, procedures and meeting deadlines. All reports are reviewed for accuracy.
The incumbent may be called upon to provide briefing to staff on Fleet management procedures and practices.
The incumbent will be responsible for the following:
Ensuring transport availability & relation with rental vehicle providers
Reduce transportation related costs through Cost effective vehicles;
Acquisition by timely replacement of vehicles & Generators; timely preventive maintenance of WHO Response automotive;
Realizing optimal disposal revenue from all vehicles;
Reduce negative effects associated with road transport;
Enhanced safety for WHO personnel and other road users;
Reduced environmental impact through lower emissions.
Specifically, the incumbent will perform the following functions:
Analyze operational / programme response needs for transport and plan appropriate fleet size
Implement the Fleet KPIs and follow up accordingly
Conduct a rent vs buy analysis based on emergency response prognosis
Prepare a Fleet Response Plan with needed budget (the plan may include a vehicle disposal / replacement plan)
Ensure that vehicles are properly registered and have a Third-Party Liability (TPL) insurance according to the rules and regulations of host country;
Identify quality garages, fuel & rental service providers, support establishment of procurement contracts, establish quality control mechanisms; undertake performance reviews at a regular basis. Oversee and ensure that maintenance has taken place and validate the invoices;
Ensure that fleet data such as maintenance and fuel data is captured in the fleet management systems;
Support the Country or Field Offices with selection and (re)testing of drivers, including testing of drivers’ fitness;
Plan and facilitate training workshops for drivers and conduct on the
job training and evaluation for drivers.
Report traffic crashes and vehicle incidents and supports crash investigation to identify the causes and suggest preventative measures;
Implements measures / interventions that reduce the risk of WHO vehicles being involved in a crash
Supports a culture in which crashes are reported and analyzed to prevent future incidents from happening
Monitor fuel consumption and identify innovative ways to reduce fuel consumption;
Ensure MOSS compliance of the vehicles and establish mechanisms to check that vehicles are roadworthy at regular intervals;
Ensure the Implementation WHO Fleet procedures and tools;
Establish and manage relationships with in- and external stakeholders such as drivers, vehicle users (programme staff, senior management), suppliers, other UN agencies, etc.;
Collect and analyses fleet data, and prepare and present monthly fleet management reports;
Based on fleet management data and information identify, suggest and implement actions that lead to improved efficiency and effectiveness of the fleet as well as reduce the risk associated with fleet operations and road transport.
Required Qualifications
Education
Essential:
Completion of Secondary Education, supplemented by vocational training or technical certificate in one of the following fields: Logistics and transport or a related field.
Desirable:
Diploma or Degree in Logistics and Fleet management or related field
Experience
Essential:
Minimum of eight (8) years of relevant experience in the field of logistics and fleet management
Desirable:
Relevant experience in WHO or another UN agencies is an asset. Hands on experience with Fleet management software and databases. Leadership skills and ability to manage staff. Strong decision making and problem solving skills
Use of language skills
Essential: Excellent knowledge of English and the local language (Arabic) is essential
Specific Skills Required:
Knowledge and effective use of fundamental management concepts, practices, and procedures relative to quality and productivity improvements, training, budgeting and cost control
The incumbent maintains Good communication, decision making and time management skills; ability to manage a busy fleet system. He/she keeps abreast of changes in Fleet regulations, procedures and practices, rules and regulations within WHO and is able to transfer skills and knowledge to others. Work requires the use of word processing or other software packages, and standard office equipment. Formal or self-training in the use of standard office software.
Work requires the use of: word processing facilities to create, edit, format and print correspondence and documents; spreadsheet and visual presentation software; e-mail and scheduling software to improve communications both internally and externally
