7. WFP Budget & Programming Officer Jobs in Uganda
We are currently seeking experienced and creative applicants for the position of Budget & Programming Officer -NOB to join our team.
This job is found in the Uganda Country Office (CO), and it reports to the Country Director or the designate. The Job holder operates with minimal supervision, and provides guidance to junior staff. The holder is heavily involved in day–to-day activities, analytical work and provides advice on less complex issues.
Job PurposeOngoing and future WFP programmes in Uganda support the government and the Ugandan people to achieve zero hunger, and the Budget and Programming Officer is core to this mission.
The team is responsible for demand planning, identification of appropriate sources, management and forecasting of resources, monitoring implementation of budgets, and ensuring a continuous feedback loop to allow course corrections and ensure accountability.
ResponsibilitiesContribute towards the development of plans, processes and procedures ensuring compliance with wider budget programming policies and WFP standards.
Create and review project budget plans and monitor ongoing project performance against budget, ensuring adherence to guidance and policies, and providing financial analysis and advice to optimise resources
Monitor and provide advice on fund utilisation, and advance financing, loan and borrowing/repayment and refinancing arrangements; alerting Country/Regional Directors to approaching deadlines for unassigned funds and potential resource shortfalls/surpluses, and proposing appropriate solutions.
Monitor and provide advice on actions related to project closure and resource transfer.
Monitor the resource pipeline to maximise operational effectiveness, following standards and processes, and providing advice on resource allocations based on severity of pipeline shortfalls using relevant pipeline tools.
Support the preparation of food-demand plans to support management and usage of corporate Global Commodity Financial Facility and provide information to guide RB/HQ decision-making when multiple projects compete for the same stock.
Create and review budget and project documentation, and ensure relevant resource data is recorded in internal systems for reference, in line with WFP standards and procedures.
Collate and analyse data for the preparation of accurate and timely reports, to enable informed decision-making and consistency of information presented to senior management and external stakeholders.
Proactively contribute ideas to senior officers for improvement to systems, techniques, tools, processes and procedures to better monitor and manage budgets and funds
Support the capacity building of WFP staff in budgeting, fund management and operational planning through answering queries and updating training materials, manuals and guidelines.
Represent the unit at internal meetings / committees / working groups as required, in order to obtain and provide information from a budget and resource programming perspective.
Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
Follow standard emergency preparedness practices and contribute to technical recommendations and guidance and monitoring the management of financial risks.
Other as required.
Minimum Qualifications
Education: Advanced University degree in Business Administration, Finance, Economics or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
National Professional: Fluency (level C) in English language and the duty station’s language, if different.
Desired Experiences
• Has contributed to the development of operational or office related budgets.
• Has contributed to the production of planning/budgetary reports or other analytical reports to support decision making.
• Has demonstrated a broad understanding of WFP’s financial architecture and how it support implementation of operations.

8. WFP Government Partnerships Officer Jobs in Uganda
We are seeking qualified individuals for the position of Government Partnerships Officer (Donor Relations) at NOB level, to be based in our Country Office in Kampala, Uganda. Selected candidate will be employed on a fixed-term contract with a probationary period of one year. Qualified

Job Purpose
To contribute to the development of new and existing partnerships with government partners in order to advocate the work of WFP, and raise and mobilize resources to support WFP programmes.
Key Responsibilities
Participate and assist in negotiations for contributions and partnership agreements, in line with internal policies and external regulations, in order to reach advantageous outcomes, such as more flexibility and predictability.
Implement the work plan for assigned area by delivering activities that maintain and develop government partnerships in order to maximise resources raised for the programme.
Contribute to the management of a portfolio of partnerships, soliciting contributions, providing donor stewardship, and analysing results, in order to maximise resources raised.
Provide support to technical units in the Country Office, Regional Bureau and/or Headquarters as required, in order to assist them to effectively mobilise donor resources and to ensure the donor conditions are met and adhered to at different programming levels.
Prepare briefs on resourcing outlook for: Country Strategic Plan (CSP) and Country Budget Portfolio (CBP) ; Country/Regional/Division Directors; the Strategic Programme Review Process (s-PRP) and the Electronic Programme Review Process (e-PRP); supply chain meetings; and operate as a resourcing focal point in order to ensure that concerns are adequately considered.
Guide more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
Collate and analyse data for the preparation of accurate and timely reporting on donors and programmes, to enable informed decision-making and action planning by senior stakeholders.
Proactively contribute to ideas and highlight fundraising opportunities to senior managers for new strategies to maintain and increase funding from new and traditional donors.
Prepare and provide regular information to educate new and potential donors on the strategy, design, relevance and impact of WFP programmes, and to advocate the work of WFP.
Represent WFP at international meetings at appropriate levels, in such a way that advances the government partnerships strategy and objectives, and builds support for WFP activities.
Prepare and provide inputs for briefing documents for senior level management meetings with donors.
Maintain effective relationships with representatives of government donors through appropriate channels, and coordinate donor meetings, attending where required.
Coordinate work with other government partnership officers to ensure the flow of information and other WFP units to align activities and ensure donor visibility and that donor conditions are met.

Minimum Qualifications
Education: Advanced University degree in Economics, International Development, Development Economics, Marketing Communications, Business Administration, Journalism or any other related field or a First University degree with additional years of related experience.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
National Professional: Fluency (level C) in English language and the duty station’s language, if different.
Desired Experiences
Six years of relevant experience in business development (private sector), development and/or humanitarian affairs or related fields;
Has implemented the resource mobilization work plan by delivering specific activities as defined;
Has provided direction to one or more junior staff members within area of expertise;
Has participated and assisted in negotiations for contributions and partnerships agreements with donors and host governments, in line with Internal policies and external regulations;
