5. WFP Engineer Jobs in Uganda


We are seeking qualified individuals for the position of Engineer at SC9 level, to be based in our Country Office in Kampala, Uganda. Selected candidate will be employed on Service Contract.

Organizational Context

This job is found at the Country Office (CO). The incumbent reports to the head of supply chain or his or the designate, and are subject to overall normative and technical direction by the Chief Engineer, WFP Engineering in relation to all matters of engineering services and construction activities.

Job holders operate under the direct supervision of a more senior and experienced Engineer holding recognised accreditation as “Chartered Engineer” or “Professional Engineer”.

They are involved in day–to-day practical engineering activities and analytical work. Subject to the overall guidance, job holders complete assignments and provide advice on engineering issues, applying the established norms, standards regulations and providing expertise in making determinations and recommendations across a range of daily activities.

Job Purpose

To oversee the designs, provide construction/engineering expertise and certification of the completed projects

Key Accouintabilities (not all-inclusive)

  • Under the direct supervision of the Head of Logistics and in close liaison with all the other units and the sub-offices, carry out assessment of construction related needs and provide the most viable options for management decisions.
  • Provide alternative designs where applicable for selected options and advise management on cost estimates for the designs.
  • Support the Procurement Section, Programme Unit, Sub-Offices and occasionally partners in the identification of potential contractors.
  • Support the Procurement section in and in conformity to the WFP rules and procedures in the areas below:

    . Prepare bidding documents for tender purposes;

    . Tender evaluation;

    . Identification of competitive contractors;

    . Monitor and supervise construction works to ensure that they meet specified standards

    . Identify contractual shortcomings in time and recommend remedial action;

    . Carry out measurement of work progress and prepare work progress reports;

    . Advise management on satisfactory performance and issue final certificates of completion to facilitate payment processing.

  • Contribute to the implementation of WFP Policies, standards, norms and practices ensuring compliance with wider WFP policies, procedures, guidelines and operations.
  • Provide engineering and project management services, apply best practices, standards and innovative technologies that comply with WFP standards and processes.
  • Contribute towards the analysis of project proposal to enable effective decision making on project technical feasibility.
  • Prepare evidenced based recommendations for senior staff on measures to improve WFP facilities suitability to operational purpose, safety, and efficiency of structures and equipment.
  • Collate data and contribute to preparation of accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to the stakeholders.
  • Participate in technical or design review, exchange of knowledge and experience, keeping abreast of construction and engineering technologies, to facilitate implementation of innovative engineering solutions.
  • Support the capacity building of engineering staff to facilitate the continued development and high performance.
  • Establish and maintain partnerships with internal and external clients to effectively meet clients’ expectations.
  • Contribute to preparedness actions, providing technical recommendations and guidance and monitor the management of risks.
  • Perform any other duties as may be assigned from time to time.

    Minimum Qualifications

  • Education: Bachelor's degree in Civil Engineering or related Engineering discipline. Hold or be eligible for Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognised equivalent by an appropriate national or international regulatory authority.
  • National Professional: Fluency (level C) in English language and the duty station’s language, if different.

    Desired Experiences

    • Has worked effectively under supervision on a large number of varied design and construction projects and taken responsibility for work elements which have been assigned.
    • Has
    attained advanced academic qualifications relevant to engineering.
    • Has contributed to projects demonstrating knowledge of engineering specialisations in relation to fire safety, seismic blast or environmental requirements.

    6. WFP Budget & Programming Associate Jobs in Uganda

    We are seeking qualified individuals for the position of Budget and Programming Associate at SC6 level, to be based in our Country Office in Kampala, Uganda. Selected candidate will be employed on Service Contract.

    This job is found in the Country Office. The Job holder typically reports to the Budget & Programming Officer.
    The Job holder at this level demonstrates responsibility and initiative to respond independently to complex queries with only general guidance.

    There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. The Job holder supports management of financial resources and may provide guidance to other staff.

    Job Purpose

    To provide a range of specialised support for efficient planning, monitoring and analysis of project financial performance to enhance optimal use of financial resources.

    Responsibilities

  • Review budget plans, monitor and analyze project financial performance and make recommendations in compliance with WFP financial policies and procedures and best practices, to support financial analysis and optimization of resources.
  • Provide comprehensive analysis on fund and grant balances identifying surpluses and deficits, and suggest corrective measures, to support maximum fund utilization and decision-making process.
  • Support pipeline management ensuring efficient monitoring, to prevent and address pipeline breaks and maximize operational effectiveness.
  • Contribute to the improvement of internal processes, enhancement of corporate systems and design of tools, to facilitate the overall planning, expenditure forecasting, and budget management and monitoring of resource utilization.
  • Enter project budget plans and revisions in the corporate systems, to ensure data is timely and accurately captured enabling easy access to information and supporting planning and decision making.
  • Review, compile and analyze data, maintain accurate records and files and prepare periodic and ad hoc reports, to support accuracy and efficiency of information presented to internal and external stakeholders.
  • Maintain communication with a number of stakeholders regarding project funds management matters and related processes, to clarify any discrepancies and optimize use of funds.
  • Provide guidance to other support staff and contribute to their learning and development in budget planning, fund management and operational planning, to facilitate continued development and consistency in services delivered.
  • Follow standard emergency preparedness practices, to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis
  • Facilitate the delivery of food to recipient country and within the country to sub offices and partners in order to avoid pipeline breaks by;
  • Assisting in timely submissions of the Food release notes in collaboration with the different program units through the COMET system and liaise with the COMET focal person to ensure Food Release Notes are accurate.

    Minimum Qualifications

  • Education: a Bachelor’s Degree in Statistics, Finance, Auditing, Economics, Logistics, Business Studies or any other related field.
  • General Service (Field): Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

    Desired Experiences

    • Has supported the preparation and management of budgets.
    • Has assisted with the monitoring of budgets/resource plans/pipelines/supply chains.
    • Has assisted with budget/allotment related issues within the WFP budget system.
