Scope of Work

  • The Bantwana Initiative of World Education Inc. (WEI/Bantwana) intends to engage an OVC Transition Contracts Officer to provide the day-to-day finance and contracts support needed within the OVC Transition team for the new USAID ICYD Activity.

  • Due to COVID-19, the OVC Transition Contracts Officer will mainly perform these responsibilities through electronic and desk reviews, and leverage their experience working with Primary Local Partners (PLPs) to complete assigned tasks.

  • The officer would provide efficient and accurate financial information for PLPs, using the WEI/USAID rules and regulations as the guiding document.

  • The Contracts Officer must be based and have a valid work permit to work in Uganda.

  • The consultancy will last for two months from October 1 to November 30, 2020.

    Key Result Areas Specific Responsibilities and Duties

    Assignment

    ● Assist the USAID ICYD Activity team in reviewing partner financial reports and documentation to ensure they are accurate and comply with good accounting practices and WEI/USAID Rules and Regulations.

    ● Manage records, file invoices, assist with photocopying & scanning financial backup, and review receipts for accuracy

    ● Monitor PLP expenditures under the LOA period and review all submissions for reimbursement requests.

    ● Maintain proper recording of vouchers related to contract disbursements, including preparing documentation to send to Boston and recording in excel spreadsheets, as needed.

    ● Prepares monthly financial statements for PLP expense and submit to relevant finance and operations lead for approval and entry in
    QuickBooks system.

    ● Support relevant finance and operations lead in ensuring that PLPs invoices are submitted to WEI/Bantwana in a timely manner.

    ● Report compliance issues and activities as needed to the USAID ICYD Activity leadership team.

    ● Obtain VAT invoices, as needed, and share with the finance team.

    ● Perform other duties that fall within the competency and responsibility of the
    position as needed and guided by the USAID ICYD Activity team.

    Candidate profile

    ● Demonstrated experience supported by portfolio developing deliverables.

    ● Demonstrated experience in supporting local partners in meeting donor financial documentation requirements

    ● Demonstrated experience in working with local partners within the Ugandan context, and working with an international NGO with USAID
    funded projects.

    ● Demonstrated ability to work in a challenging environment, under high pressure and ability to cope with tight deadlines.

    Experience and skills required

    ● Minimum of Bachelor’s degree in Accounting or relevant qualifications.

  • A professional accounting qualification will be an added advantage.

    ● A minimum of three years accounting experience preferably in an auditing environment and/or working on large projects, preferably on USAID projects.

    ● Experience with accounting software, preferably QuickBooks

    ● Ability to pay attention to detail.

    ● Ability to work under pressure and effectively with diverse groups of people.

    ● Strong analytical and interpersonal skills

    ● Advances excel knowledge required.

    ● Ability to multitask and work well under pressure

    ● Possess high standards of personal and professional integrity.

    Deliverables for October and November

    ● Monthly review of completed documentation for PLPs under the USAID ICYD Activity.

    ● Voucher review queries resolved and reimbursement invoices with necessary documentation provided

    ● Any other tasks as assigned by management
