World Bank Social Development Specialist Job Openings in Kenya

Responsibilities

  • Contribute to the development of an innovative social development work program on issues of related to devolution, with a focus on the implementation of the national devolution capacity building framework. The specialist will develop work programs on both lending and non-lending tasks as needed, and design and manage innovative operations or components where opportunities arise. The specialist should be able to seek opportunities for working jointly with other Global Practices on these issues. The specialist is expected to work on capturing and sharing knowledge related to the World Bank’s devolution work, a play a leading role in donor coordination.
  • He/she is expected to bring to the position a strong understanding of Kenya’s political economy.
  • Provide high quality operational support to projects addressing devolution at project identification, preparation and supervision phases to various Bank units with operations in the Kenya CMU. This includes serve as the co-TTL of the Kenya Devolution Support Program.
  • Support the implementation of Kenya Accountable Devolution Program (KADP) Trust Fund, including leading component 6 on knowledge sharing and communications; leading the drafting of the Annual Progress Report, and playing a key role in the formulation of the next phase of KADP.
  • Play a leading role on donor coordination, focusing on the KADP donors (including organizing quarterly donor meetings), but also effectively liaising with other development partners that are supporting devolution in Kenya.
  • Support Government of Kenya in testing and rolling out activities that strengthen capacity for the delivery of devolved functions, including decentralized planning, budgeting, and service delivery. Design scalable initiatives that draw on both Kenya and global experience with decentralization, and strengthen relevant capacity providers. Bring relevant international experience, evidence and options, into the process of building responsive counties.
  • Promote and contribute substantively to analyses and capacity building among our clients to strengthen country systems related to devolved functions.
  • Contribute to knowledge generation and diffusion within and beyond the Global Practice and Region.

    Qualifications

  • Master's degree with at least 5 years’ professional experience, or equivalent combination of education and experience in a related social science (e.g., Sociology, Anthropology, Economics, Political Science).
  • Demonstrated skills and direct work experience in the field of social accountability and citizen engagement (including public consultations; participatory research methods and poverty assessments; participatory monitoring and evaluation; and grievance redress mechanisms; and in the political economy aspects of decentralized public-sector management.
  • In-depth knowledge of at least one other of the social development competencies – social inclusion; addressing fragility, conflict and violence, community driven development (incl. community mobilization and empowerment) – is desirable.
  • Proven capacity
    to translate analytical work into policy advice and operational, actionable, recommendations.
  • Track record of working effectively with development partners
  • Demonstrated strong understanding of Kenya’s political economy
  • Basic knowledge of World Bank operational policies and procedures including social safeguard policies on involuntary resettlement and indigenous peoples.
  • Proven capacity to work with a wide range of stakeholders, international organizations, development agencies, government counterparts, beneficiaries of Bank projects, and civil society organizations.
  • Strong oral and written presentation skills, creativity and problem-solving skills.
  • Outstanding interpersonal skills and demonstrated ability to work in multi-disciplinary teams and multicultural environments.
  • Willingness to travel regularly, including in areas affected by fragility.
  • Enthusiasm for, and commitment to, poverty alleviation, social development and addressing the needs of the most vulnerable. Highly self-motivated and talented in motivating others on social development themes. Deep understanding of the relationship between social development, social policy, and the promotion of social inclusion of the poor and the vulnerable (including indigenous peoples and those affected by involuntary resettlement) and strengthening of democratic governance.
  • Excellent oral and written communications skills in English; knowledge of local languages would be an advantage.
  • Social Development Implications on Policy, Institutions, and Operations - Familiarity with the implications of social development on policy, institutions, and operations.
  • Analytical Tools for Social Sustainability - Solid experience conducting social development analyses, producing meaningful results, and applying the tools in the course of an operation.
  • Participation and Consultation - Solid experience conducting social development consultative and participatory approaches, and applying the approaches in the course of an operation.
  • Social Safeguards - Familiar with and can apply (under supervision) the social safeguard policies to a situation and identify issues and risks.
  • Integrative Skills - Working to develop an integrated view across all facets of current sector.
  • Knowledge and Experience in Development Arena - Understands policy making process; distills operationally relevant recommendations/lessons for clients.
  • Policy Dialogue Skills - Identifies and assesses policy issues and plays an active role in the dialogue with the government and/or other stakeholders.
  • Lead and innovate - Develops innovative solutions.
  • Deliver Results for Clients - Proactively addresses clients’ stated and unstated needs.
