Background:

  • Basic Pay Minimum Ksh; 155,122 - Maximum Ksh; 205,477 PM Reporting to the Chief Executive Officer, the position holder is responsible for all aspects of Finance and Administration matters of the Fund.

    Description:

    Duties and Responsibilities

  • Formulation, implementation and interpretation of financial, administrative and accounting policies and procedures, strategies and programs.

  • Manage staff in Finance & Administration Department, preparing work schedules and assigning specific duties to them.

  • Coordinate the preparation and implementation of the Funds annual budget and work plans and reporting on the Funds performance/status on quarterly basis.

  • Liaison and reporting to the Advisory Board on all matters relating to Finance & Budget, Accounting and Administration.

  • Budgetary controls and management of accounting methods and financial returns; and prioritization of projects and activities for the purpose of financial allocation and reporting.

  • Formulation and coordinating of the Medium Term Expenditure (MTEF) budget for the Fund.

  • Providing strategic leadership on all matters pertaining to financial management and general administration in the Fund.

  • Coordinating resource allocations and budgetary control in line with Funds policies.

  • Overseeing expenditure monitoring, review and forecast.

  • Formulation, Coordination and interpretation of administration policies at the Fund

  • Offering resource-based planning and performance measurement.

  • Planning, designing, reviewing, coordinating, controlling and implementing accounting systems.

  • Coordination and management of office accommodation and equipment, registry services, transport services, security and records management.

  • Ensuring that sound accounting principles and controls are applied to all financial transactions of the Fund.

  • Managing both the internal and the external audit process and coordinating responses to audit issues as they arise from time to time.

  • Ensure proper record keeping and preparation of management and statutory reports in an accurate and timely manner.

  • Manage the Funds cash flow and conduct proper forecasting.

  • Effectively communicate and present critical financial matters.

  • Establish and implement administration and logistics procedures in line with organizational requirement.

  • Oversight to commitment of funds and expenditure trends.

  • Ensuring that the assets and stocks of
    the organization are properly accounted for.

  • Ensuring additions and disposals of capital items are properly accounted for.

  • Oversight on cash flow management and investment at the Fund.

  • Oversight in development and monitoring & reporting on the annual budgets and work-plans.

    Requirements for Appointment

  • A Bachelor of Commerce in Accounting or Finance from a recognized university.

  • A Masters degree in Business Administration (MBA), Economics, Finance, Commerce or a Financial related discipline from a recognized university.

  • Senior Management course lasting not less than four (4) weeks and Strategic Leadership Development course lasting at least six (6) weeks.

  • At least 10 years relevant work experience with at least five (5) years in a managerial position.

  • Holder of a requisite professional qualification CPA(K) or ACCA.

  • Membership to ICPAK and be in good standing.

  • Meet the requirement of Chapter Six of the Constitution of Kenya.
