Position SummaryWinrock is seeking Operations and Security Director candidates for an anticipated agricultural resilience project in South Sudan.
The OSD will oversee all measures to ensure the safety and security of all national, regional and international project staff and assets in South Sudan.
The OSD is expected to provide the Chief of Party (COP) and the team with information, analysis, and tools for the expansion, evolution and management of program operations in Juba and Jonglei State, Eastern Equatorial State, Western Bahr El Ghazal State, Upper Nile State and Unity State.
The OSD will oversee operations and administration of the project’s offices and resources, ensuring safety, efficiency and compliance with applicable policies.
The USAID-funded Increasing Community Resilience through Agriculture in South Sudan project will build off USAID’s past investments in the agricultural sector, increasing the amount, variety, and quality of nutritious food bought and sold at local markets.
It also aims to create more jobs on farms and at markets and promote healthy eating and feeding behaviors for families. The position is contingent upon receipt of donor funding.
Essential Responsibilities
The OSD will be the primary security contact point for program personnel.
The primary responsibilities for this position will be to oversee security staff, security information collection, security planning and implementation, incident and crisis management, operational management of all facilities and vehicles, and reporting.
These responsibilities fall into six categories, as follows:
Security Planning and Implementation
Act as security expert on all emergency preparedness planning and incident responses;
Provide complete oversight and management for the safety and security for all personnel and assets countrywide;
Develop strategies to continuously improve and refine security management systems for effectiveness and efficiency, considering evolving project needs, team dynamics, and project mission;
Maintain and ensure compliance with project and corporate security policies. Develop project Standard Operating Procedures, including but not limited to: access to facilities, travel procedures, communications, and implementation of Minimum Operating Security Standards (MOSS);
In collaboration with the Director of Global Security and Chief of Party develop the Field Travel Policy, Vehicle Administration and Safety Policy and Project Security Management Handbook;
Conduct security risk assessments for new venues, offices, annexes and residences, evaluating physical, geographical, social and structural features which may support or detract from the overall safety and security of a properties’ facilities or location;
subsequently, provide recommendations for implementation of risk mitigating practices and features for each location.
Security Information
Collection
Collect, update and communicate information regarding the security situation in South Sudan and specifically with respect to Winrock operations.
Reporting
Provide security updates on daily, weekly, monthly and quarterly basis, of all security-related activities and issues to Chief of Party, Home Office Project Coordinator and
Global Security Director and project staff;
Provide travel recommendations and restrictions to ensure staff receives personal risk mitigation advice specifically tailored to the individual, their personal background, their region of travel and their anticipated task.
Training
Provide operational safety briefings and orientation to all new and visiting staff;
Brief new international and non-local staff on specific cultural norms and behaviors;
Train local safety staff in the delivery of establish safety training modules.
General Security Administration
Manage, mentor, review performance standards and conduct regular evaluations of all local security staff and external security contractors and guards at all locations of operation;
Visit Winrock project locations throughout the country annually, as conditions permit.
Operations
Oversee operations of the project’s offices, ensuring efficient operation, compliance, and adherence to Winrock policies in each location;
Oversee and build capacity of operations and administrative finance staff in operational procedures; monitor work to ensure compliance with USAID rules and regulations and Winrock procedures as laid out in the Winrock project manuals;
Formulate and implement office policies and procedures in line with Winrock policies and South Sudanese laws.
Qualifications
Education
Bachelor’s degree from an accredited university is preferred; alternatively, senior military, police or non-governmental security experience with at least 15 years of experience.
Work Experience
At least 10 years of relevant professional experience in logistics, project operations and/or security management roles with increasing levels of responsibility;
Minimum of 5 years field-based experience in complex and insecure settings and preferably a conflict environment;
Knowledge and security management experience in South Sudan preferred;
Advanced level of understanding with the philosophy and mode of operation of NGOs;
Experience in liaising with civilian, police and military government authorities, as well as with regional, national and international institutions;
Highly developed management, interpersonal and communication skills including influencing, negotiation and mentoring;
Willingness to work and travel frequently in often difficult and insecure environments.
Skills
Proven written and analytical skills;
Competency in Internet and Microsoft Office systems including Word, Excel, PowerPoint,
Access and other database/mapping systems;
Fluency in English, both written and spoken;
Excellent organizational and team management skills.
