  • The Analytics, Gender, Inclusion Learning and Evaluation (AGILE) Units’ M&E Technical Advisor is an active member of the Project Systems Team, a high performing team focusing on ensuring AGILE practice on projects is professionally executed in line with Winrock and donor standards.

  • The Technical Advisor focuses on providing corporate guidance on what is expected for AGILE at the project level and developing tools and training to support project staff in successfully carrying out this work.

  • The Advisor provides corporate guidance for startup up and close-out procedures relevant to AGILE and provides tools and training for AGILE field staff and is jointly responsible for organizing the online AGILE Community of Practice.

  • S/he and interfaces with Winrock staff at headquarters and in the field, working very closely with the program technical teams, and to lesser degree the new business team, finance and corporate risks team.

  • The M&E Technical Advisor provides thought leadership to strengthen organizational and staff capacity to design and implement effective AGILE strategies during project implementation.

    Responsibilities

    Ensure Practice on Projects is Professionally Executed (30% LOE)

    Provide consistent thought leadership to the organization both in terms of Winrocks’ industry knowledge in issues relevant to AGILE project implementation.

  • Ensure all new AGILE field staff are formally welcomed to Winrock by a member of the AGILE Services Support Staff and connected to corporate resources and the AGILE Communities of Practice

  • Provide ongoing guidance & training on how to complete and implement an M&E/MIS Plan and system at the project level

  • Support the development of capacity of field and corporate staff in AGILE subjects

  • Help analyze results across projects comparing indicator results to planned targets and prepare an end of year report. Ensure that report is communicated broadly.

  • Support projects closely during start-up providing guidance and oversight to ensure all AGILE systems are fully functional in 90-180 days.

  • Support new business development as needed

  • Provide illustrative scopes for all key AGILE Key Senior positions on projects. Provide a reporting template and guidance to projects which states that for all indicators, annual targets and gender and age disaggregates must be established and reported up to HQ at least every six months. Develop corporate guidance for projects for start-up and close-out procedures, resources and tools relevant to AGILE. Support projects closely during close-out providing guidance and oversight to ensure all AGILE systems are closed out efficiently including clarifying what data will be filed as part of the closeout record on Sharepoint. Officially review and clear the AGILE closeout plan 6 months prior to closeout.

  • Develop and implement an ethics in AGILE statement including do no harm language & have clear language on dismissal practices in cases of data fraud or inappropriate use of data, for all staff to sign as part of the Winrock Code of Conduct.

  • Develop on boarding training materials of AGILE staff and for COPs and Home office staff, build tools, guidance and training materials.

  • Provide corporate guidance on AGILE project documentation standards and provide an AGILE filing structure for both local servers and corporate
    sites.

  • Establish and maintain a resource page (SharePoint) to support project level AGILE that illustrates corporate expectations in a user-friendly manner

  • Work with programs team/comms to provide quarterly and annual reporting templates

    Project Guidance and Leadership (LOE 60%)

  • Support a portfolio of projects assigned to you

  • Once a project is in BAFO and or has been awarded, immediately engage in the launching of projects Monitoring Evaluation and Learning System as per AGILE Project support guidance.

  • Talk with project M&E Directors weekly and Project COPS monthly about schedules, challenges result etc. Ensure ongoing vibrant communication between HOME OFFICE/DC and each project M&E team. Talk to PAs monthly on M&E issues relevant to their projects.

  • Trouble shoot M&E issues encountered during program implementation on a case-by-case basis.
    When faced with ongoing issues make sure they are documented and report them to your supervisor and the COPs supervisor.

  • Support the transfer of data to the DEC/DDL clearinghouse and make sure Winrocks data is retained as an official deliverable (and kept within the institutional system

  • Travel to the field regularly to work directly on MEL improvement with staff.

    Complete other tasks as assigned to you support of sound AGILE practice and institutional teamwork in Winrock, routinely participate in team meetings, and invest time in your own professional growth, participating in professional conferences and publishing opportunities (LOE 10%)

  • Ensure the AGILE or project staff pursues at least one peer reviewed journal or magazine article a year or signature learning products relevant to AGILE

  • Ensure AGILE staff presents, or supports projects to present, on AGILE topics at professional meetings at least twice a year.

    Qualifications

    Required

  • Current US work authorization.

  • Bachelor’s degree in statistics, economics, social sciences or related field

  • At least 6 years of experience with project monitoring and evaluation, quantitative, qualitative, and mixed methods research, including evaluation and implementation research, ideally at least three years in the field setting supporting international development projects

  • Ability and willingness to travel internationally up to 25% of year, for 1-3 weeks at a time, often to developing countries.

  • Fluency in English required.

  • Demonstrated advanced aptitude in MERL TECH (GIS technologies including ESRI desktop, server and Enterprise software. Data Analytics and software- SPSS, Excel, PowerBi, ODK based mobile data collection.

    Desired

  • Graduate level degree in statistics, economics or social sciences or related field.

  • Professional competency and at least one other language.

  • Experience in teaching, training, and building capacity with a wide range of learners

  • Experience working or living in developing countries and supporting international development projects.
