The Market Transitions to Enable New Growth Opportunities (MTENGO) project is a five year, USDA-funded project implemented by Winrock International in the Northern and Central regions of Malawi.

MTENGO uses a farmer-first approach grounded in market incentives to increase resource-efficient, reliable production from Malawian agriculture in the face of climate unpredictability. MTENGO’s approach will enable farmers to:

  • Diversify and achieve stable returns from their farming portfolio through climate smart farming by responding to market demands with diversified production;
  • Increase access to water for productive purposes through improved water management practices;
  • Make ecosystem services work for farmers by improving farmer access to, and collective management of, water, soil, and forest products; and Increase access to markets and finance so farmers can make climate smart investments.
    The MEL Director will oversee all monitoring, evaluation, and learning (MEL) activities for MTENGO.

    Essential Responsibilities:

  • In collaboration with the COP, Technical Director, and Home Office MEL support unit, design and implement the project’s MEL plan and system, ensuring alignment with donor requirements and Winrock’s standard practices; developing and maintaining systems to collect and analyze information on inputs, outputs, outcomes, and impacts of the project; and reporting results to USDA in a timely manner. This includes data analysis, reporting, and dissemination, and ensuring compliance.
  • In coordination with the COP, liaise with Winrock’s Analytics, Gender, Inclusion, Learning, and Evaluation (AGILE) Team to ensure donor requirements are met, and liaise with Winrock subrecipient Innovations for Poverty Action (IPA), the MTENGO partner responsible for a five-year impact evaluation of the project to ensure evaluations meet the standards established in their statement of work.
  • Design and/or approve monitoring and evaluation tools and processes, including ongoing monitoring and annual survey instruments.
  • Provide overall leadership, training, mentoring, and coaching to the MEL team (consisting of two Data Assistants and the Communication Specialist).
  • Supervise timely and accurate reporting of quantitative and qualitative data by MTENGO partners and grantees and in cooperation with program staff.
  • Lead the MEL team on timely data analysis and reporting, including providing performance data for monthly, quarterly, and semi-annual reports.
  • Provide general oversight of the M&E database including uploading data and using it to track progress and trends and generate reports for USDA reporting.
  • Oversee data quality checks (including field visits, spot checks to assess data accuracy and backup documentation) and data management to promote evidence-based programming.
  • Ensure that all indicator data
    and associated disaggregates are available for timely reporting to USDA and meet donor requirements and include a narrative that documents data sources and deviations, assumptions, and other potential data issues.
  • Work with the MEL and IPA teams to develop the capacity of partners and grantees to collect relevant indicator data within their respective organization in accordance with the MEL plan.
  • Maintain complete record of beneficiary data in line with acceptable donor regulations and Winrock policies for protection of personally identifiable information (PII).
  • Validate data from partners and staff through field monitoring visits.
  • Contributes to development of Scopes of Work for subcontractors and consultants engaged to conduct surveys or special studies.
  • Design and/or review survey instruments, questionnaires, and sampling frameworks, and manages field surveys and assessment teams, including subcontractors.
  • Oversee project’s Learning Agenda and
  • Collaborating, Learning, and Adapting (CLA) activities and work with the Communication Specialist to develop learning briefs, success stories, and other tools to evaluate project impact, trends, and other learnings.
  • Provide comprehensive analysis of learning outcomes to inform project interventions.
  • Collaborate with and support project team to ensure interventions are planned to deliver far-reaching results and impact in line with program expectations and indicator targets.
  • Develop decision-support tools and performance feedback mechanisms for project managers, partners, and beneficiaries.

    Qualifications and Background:

    Education:

  • Bachelor’s Degree in statistics, international development, agribusiness, or related field. Masters degree preferred.

    Experience:

  • Minimum 8 years’ experience managing and implementing complex MEL systems for international development projects, preferably with USDA or USAID.
  • Proven record of designing and implementing data collection tools including surveys.
  • Experience managing large M&E databases and conducting timely data analysis and developing reports.
  • Excellent management, communication, and organization skills are required.
  • Excellent computer skills (word-processing, spreadsheets, and databases) are required.
  • Excellent data analysis and data management skills.
  • Strong communication skills, both oral and written, with fluency in English.
