WHO Consultant - Human Resources for Health - Jobs in South Sudan
South Sudan has a critical shortage of human resources with doctors, midwives/nurses population ratio of only of 3.5 per 10,000 . The staffing in primary health care facilities is estimated to be10-20% of the staffing norm.
Mal-distribution in favor of urban centers and higher levels of care coupled with limited production from Health Science Institutes, poor working environment and low or delayed incentives/salaries and wages have constrained the performance of the health system. Hence Ministry of Health developed a human resource for health policy 2006 - 2011 and a strategic plan 2007 -2017 with the aim of providing direction on planning, development and management of human resources to deliver the health services at all levels.
Responsibilities:
To conduct a desk reviews of critical documents and analyses on Human Resources for Health,
To hold technical consultative meetings and policy dialogue with stakeholders at national and sub national levels.
To conduct a SWOT analysis of the current HRH situation and existing strategies for production, deployment, management and retention of HRH by the Ministry of Health and partners
To lead and provide technical support for development of the Human Resource for Health strategic plan under the framework of the new National Health Policy 2016-2026 and Health Sector Strategic Plan 2017-2022
To develop an implementation plan for the HRH strategy.
To facilitate a stakeholders’ validation and consensus building workshop to finalize the HRH strategy and its implementation plan.

Inception report
Final draft of the costed Human Resource for Health strategy
Final draft of the implementation plan
Validation workshop conducted with Stakeholders to finalize the documents (Strategic pal and implementation)
Consultancy report documenting the process and lessons learnt, best practices and challenges regarding the current HRH strategy implementation
Requirements
Essential: Master University Degree in Arts, Anthropology or related field;
Desirable: Master Degree in Public health, Human Resource Management or science.
Essential: At least minimum of seven years’ experience in Health Systems Strengthening, Public health or Human Resources for Health programming and implementation in similar context.
Desirable: Experience of working in fragile states setting.
Essential: Expert knowledge of English
Excellent analytical and writing skills, good interpersonal and networking skills, facilitation skills and team player, advanced computer literacy skills including proficiency in word processing packages (e.g. Word), spreadsheets (e.g. Excel) and presentation packages (e.g. Power point)
Technical expertise in designing health systems policies and strategies particularly human resource for health strategies, policies, plans and guidelines.
Demonstrated ability to provide, negotiate and present sound methodological and technical advice and guidance to multiple stakeholders and partners in Countries
Demonstrated ability to analyse political context and interact and negotiate effectively with multiple interests at the political level
Demonstrated ability to work effectively with the Ministry of Health and with stakeholders at the national and sub-national levels
Knowledge of the health systems situation, stakeholders and context in S. Sudan
A team player and prepared to work in a resource scare environment;
Demonstrated ability to innovate, integrate, synergize and communicate complex ideas in English, verbally and in writing
Ability to monitor and communicate progress in terms of process and results
IT proficiency
