Purpose of AssignmentThe purpose of this consultancy is to support the development of a national school feeding policy for the Federal Government of Somalia (FGS).
The goal of the policy is to promote national ownership and sustain school feeding efforts and promote access to quality and equitable education in Somalia.
The document will heavily draw from the FGS priorities stipulated in the National Development Plan-9, Federal Ministry of Education, Education Sector Strategic Plan (ESSP), the education sector analysis and the FGS priorities Desk review will also include a review of practices for policy implementation on the ground; reviews of secondary data to ensure a comprehensive perspective of the status of education outcomes and service provision to inform the education policy development.
Consultations with Ministries and partners will guide the development of the policy to tailor the document on improving access and quality of Education.
Using a complementary and constructive approach, the policy will seek at increased equity in education outcomes through a school feeding programme, improving the efficiency of the education system and improving effectiveness (boosting access, learning outcomes, retention, transition and completion) while addressing the areas of greatest need, such as lack of policies, foundational skills, tailored support to groups at high risk of non-enrolment and dropout.

Under the overall supervision of the federal ministry of education in close coordination with WFP, the consultant will do the following:
Review and revise the current concept note to integrate a multi-sectoral approach to school feeding- school, health and nutrition policy;
Conduct desk research of existing policies, strategies, and guidelines that govern the education and school feeding programme in Somalia, and regional/global policies in general with a view to assess their potential for adaptation to the Somalia context;
Review of the existing corporate and/or country guidance and documentations that govern school feeding in Somalia and other countries with contextual similarities;
Prepare an inception report including a workplan;
Conduct consultations with the Somalia government and other stakeholders to
understand the current state of school feeding in Somalia; analysis of the school feeding in the context of Somalia to identify good practices/lessons, understand the existing structures/systems and assess the capacity gaps for the implementation of school feeding in Somalia;
Draft School feeding policy that outlines the objectives, rationale, scope, design, areas of integration with other sectors, roles amongst partners and coordination mechanisms, monitoring systems, funding and sustainability of the program;
Conduct multiple workshops both at federal and member states level to share and validate the drafts;
Incorporate the comments/feedback from the validation workshops and finalize policy in close coordination with the government and World Food Programme;
Submit a final draft for policy formulation.
Minimum Qualifications
Education
Advanced university degree in Education, Curriculum Development, Education Policy & Planning, Education Economics, law, Health or Nutrition.
Experience
At least 5-10 years of progressive responsible experience in the development, implementation, management, research, analysis, and evaluation of education/school feeding programmes preferable in fragile states. Experience and familiarity of the Somalia and regional context is a plus.
Language
Fluency in both oral and written communication in English. Knowledge of Somali language is a plus.
Knowledge & Skills
Demonstrated experience-effectuating coordination among government agencies and development partners;
Proven experience of drafting educational and school feeding policies;
Knowledge and understanding of Somalia and Somalia-related education issues;
Experience/knowledge of national processes and systems development;
Ability to work effectively with government and donor counterparts;
Ability to work independently, produce high quality outputs;
Good judgment, strategic thinking and the ability to manage competing priorities.
