WFP Programme Policy Officer - Emergency Operations FT Jobs in South Sudan
Job PurposeIn response to the humanitarian crisis, which resulted from the start of civil war in South Sudan in 2013, WFP South Sudan has rolled out the massive scale of emergency response across the country.
General Food Distribution (GFD) is one of the core schemes that WFP implements to respond to the onset of emergency.
In principle, this scheme should be a short and rapid intervention however due to the on-going conflict, the GFD scheme has been prolonged and still been implemented at all the field offices in the country.
This assignment is in the Emergencies Unit of WFP South Sudan. Job holder is to support, guide and provide oversight to Field Offices.
Key Account-abilities
Emergency unit provides oversight to Field Offices with regards to Life-Saving programs (GFD) including Lean Season Responses. This position’s first responsibility is to support FO level operations.
In consultation with the RB and HQ Cash and Voucher team design as well as programme stakeholders such as different departments of the Government and potential implementing partners, research, set up and implement the cash and voucher based programme including operational arrangements
Supervise day-to-day management and implementation of the programme including operational issues, awareness raising on program objectives and procedures, interaction with programme stakeholders (such as Government departments and WFP partners) and coordination with on-going programmes, including training and support to WFP staff in good practice guidelines.
Ensure the programme remains compliant with all WFP policies and procedures,
In cooperation with stakeholders, recommend ways to refine the programme and thereby improve the service offered to beneficiaries and facilitate implementation by WFP,
Liaise with the MEAL unit in CO in the development of operational MEAL methodology and formats
Ensure field level monitoring of implementation including outputs and outcomes,
Complete all internal and external reporting obligations (including sit-reps, donor reports etc)
Identify lessons learnt and best practices established for use in further WFP cash & food programme interventions
Lead, motivate and develop a team of staff to enable high performance.
Work flexibly with the Country Team, supporting other tasks by agreement with the direct supervisor.
