Job Purpose The Department of Social Development, Western Cape Government has an opportunity for a competent and qualified individual to consult on Gender Responsive Planning, Budgeting, Monitoring, Evaluation and Auditing Framework (GRPBMEAF) and National Strategic Plan on Gender Based Violence and Femicide (NSP on GBVF), through monitoring, evaluation, reporting, coordination, mobilisation and capacity building. This post is based in the Western Cape Province.
Minimum Requirements
An appropriate undergraduate qualification (NQF level 7);
A minimum of 5 years’ relevant experience in monitoring and evaluation and gender mainstreaming, of which 3 years are at supervisory level.
Key Performance Areas
Facilitate training on the Gender Responsive Framework to raise awareness and advocate the framework. Facilitate the institutionalisation of the framework across the province and local government;
monitor the implementation of the Gender Responsive Framework across sectors;
organise and facilitate lesson sharing sessions with the purpose of improving/ enhancing existing Gender Responsive Framework;
facilitate incorporation of Gender Responsive Framework related research findings and lessons learnt, into decision making, policy development and programme implementation;
align the Gender Responsive Framework with provincial and local spheres requirements;
develop localised framework/s to institutionalise the GRF;
develop system and process for effective implementation, monitoring , evaluation and reporting on the GRF. Compile weekly and monthly progress reports on implementation of the Gender Responsive Framework;
assist in
ensuring inclusion of Gender Responsive Framework and Country Gender Indicator Framework into the medium and short term plans of provincial departments and municipalities;
assist in compiling submissions, briefing notes and presentations; assist in the analysis of Medium and short term plans and budgets for gender responsiveness;
support the province to ensure effective management of projects that have integrated Gender Responsive Framework.
Build a database of provincial and local stakeholders.
