Job Purpose

You will play a crucial role in promoting WaterAid Uganda's mission of advancing public health and climate resilience in WASH. You will be responsible for developing and implementing advocacy strategies, influencing policy-making processes, and strengthening partnerships to drive positive change.

You will carry out research, analyze new and existing bilateral and multilateral policies; prepare advocacy documents; research global health, climate change, and international development issues and support the development and implementation of policy recommendations.

You will ensure good quality programme work by promoting the intersection of public health and climate resilience in WASH and all learnings are communicated to civil society, government actors, donors and other practitioners to advocate for better practices and policies

Main Responsibilities and Duties

  • Under the guidance of the Director of Policy and Advocacy, develop and implement advocacy strategies to raise awareness about the importance of WASH in public health and climate resilience.

  • Conduct research and analysis to stay updated with national and international policies and identify opportunities for engagement and influence. This will involve monitoring and analyzing national legislation, policies, strategies, sector financing and sector strengthening initiatives in WASH and related sectors to inform influencing & advocacy plans

  • Monitor, identify and articulate key issues, trends, policies and practices, in relation to public health and climate change mitigation relevant policies both at national level, and at international policy level.

  • Build and maintain strong partnerships with like-minded organizations, coalitions, and networks to amplify advocacy efforts. Prepare policy briefs, reports, and other communication materials to effectively convey key messages to target audiences on a continuous basis.

  • Collaborate with internal teams to integrate advocacy messaging and policy priorities into programmatic activities. Build the teams capacity to deliver effective influencing-led programmes.

  • Support the collection and documentation of impact stories for sharing, learning and advocacy. Contribute to the drafting of written materials and as well as supporting digital communications.

  • Respond to queries from stakeholders on key public health and climate resilience policy highlights and other written materials as publicized and shared by WaterAid Uganda.

  • In collaboration with the Business Development team, identify and lead resource mobilisation, development opportunities for policy influencing in WASH.

    Research and Knowledge Management

  • To undertake research on the projects and programmes, primarily to produce policy briefs on behalf of and in conjunction with other project staff.

  • Document and share learning on WASH policy issues and civil society engagement.

  • To gather, analyze, and ensure the exchange and circulation of information on WAU’s programmes and government activities related to projects.

  • Initiate and coordinate studies and evaluations by external consultants related to project baseline/endline and evaluations by supporting the hiring process, overseeing quality and disseminating/sharing results.

  • Study and observe works of other organisations both and national and global levels, capture lessons from their good practices and share internally which will inform effective design of projects and influencing at WaterAid Uganda.

  • Ensure knowledge and information are stored in a safe and effective, and, where required confidential, manner.

  • In coordination with the MEAL team support the collection, validation, analysis and dissemination of information related to Knowledge Management. Develop and ensure continued updates of a portfolio of evidence from the field to support all policy positions and advocacy calls.

  • Establish and maintain all documentation, data and information systems related to research, policy and advocacy.

    Qualifications, Knowledge, Skills and Experience

  • A bachelor’s degree in public health, public administration, social work, economics, development studies. policy studies, environment/natural resources management or equivalent.

  • At least five years of relevant practical experience in policy, advocacy and influencing, especially on WASH and public health, and/or environment and climate change

  • Analytical ability to analyze policies, strategies and can extract advocacy and influential agenda for the WAU.

  • Should have competency in WaterAid common approaches to work including partnerships, convening, inclusion, systems strengthening, creating behavioral change, and mainstreaming gender and inclusion of youth.

  • Experience in, policy/ strategy/ action plan formulation, report/article writing and documentation

  • Sound knowledge of integrated WASH and public health and/or water resources management issues, including climate resilient WASH and other related fields.

  • Experience in high-level capacity building activities and public speaking.

  • Experience building and maintaining partnerships with Government, NGOs and other development partners and the private sector.

  • Experience implementing a development programme, policy and advocacy work with government structures at National and Local Government levels.

  • Experience working with policy platforms and networks, CSOs and CBO at national, local and community levels.

  • Understanding of Rights Based Approach and knowledge of Water, Sanitation and Hygiene issues of Uganda is preferred.
