Job Purpose

You are a member of the Senior Management Team. Acting as the bridge between strategy and execution, you will be responsible for overseeing the successful planning and execution of programmes (and associated projects) that positively impact WaterAid Uganda Vision. You will lead the strategic oversight, technical design, management and effective implementation/ delivery of WaterAid Uganda AIMS on WASH in Public Health and in Climate change.

You will be accountable for setting, achieving and maintaining high standards of programming quality that reflect adherence to WaterAid quality programme standards, best practice and donor guidelines, while fostering needs-driven innovation to improve effectiveness and impact.You will galvanize team members with diverse expertise to collaborate effectively to deliver exceptional results that positively impact the communities we work in.

Main Responsibilities and Duties

Programme Leadership:

  • Provide leadership and guidance to the directorate team to effectively implement WASH programmes across the country. You will develop and maintain an efficient, cohesive team, whilst ensuring effective coordination and relationships within WaterAid Uganda, other NGO’s, government, donors and beneficiaries.

  • Provide technical support and capacity building to programme staff and partners on best practices related to WASH in public health and climate change resilience.

  • Lead the design of quality projects, proposals and reports that are responsive to grant funders requirements and speak to Country Programme’s strategic priorities, experience and lessons learned.

  • Actively work with the Business Development Manager to design and deliver compelling proposals, impact reports, project statements to support fundraising CP fundraising targets

  • Ensure the adherence to WaterAid’s Quality Programming Standards (QPS) in the implementation of programmes and projects

  • Be an active member of the Senior Management Team (SMT) and contribute to strategic direction, organisational decision-making, and other management related issues.

    Programme Delivery:

  • Develop a comprehensive country-level strategy for implementing WASH programmes in alignment with the strategic AIMS of public health and climate change resilience. The focus will be on leading the growing WASH portfolio, which is focused on building quality and capacity of public health centers, whilst advancing the technical quality of climate resilience portfolio of projects.

  • Lead the provision of technical and strategic direction and support in climate change and public health programme activities. This includes strengthening the public health sector’s participation in the Climate Change Agenda by placing human health issues at the center of climate discussions at the national, regional and global fora.

  • Conduct regular monitoring and evaluation of program activities to measure impact, identify areas for improvement, and ensure compliance beyond donor requirements. This will involve preparing and submitting timely reports to management, donors, WaterAid and other stakeholders to demonstrate programme achievements and impact.

  • Ensure timely and quality preparation of donor narrative reports, periodic Country Programme reports, Country Programme annual business plans, evaluation reports, and any other reports needed/required by the Uganda government, donors, WaterAid East Africa & Ethiopia Region or WAUK.

    Advocacy and Influencing:

  • You will work in partnership with the Director Policy and Advocacy to integrate policy and advocacy into programming to influence policy at all levels.

  • Encourage and actively promote cross sectoral linkages so that WASH is mainstreamed in other sectors and strong links are established with all relevant stakeholders.

  • Stay updated on the latest trends, research, and innovations in WASH for public health and climate change resilience to inform programme strategies and interventions

    Collaboration and Networking:

  • Establish and maintain strong partnerships with relevant Ministries, Departments and Agencies, CSO/NGOs, and other stakeholders to ensure collaboration, coordination, and resource mobilization for WASH in public health and climate resilient projects.

  • Identify various donor priorities and funding opportunities for WASH interventions including public health and climate change and play a lead role in development of high-quality proposals
    and concept notes in response to these opportunities.

  • Work collaboratively with grant management and fundraising teams to effectively manage relationships, negotiations and communication efforts with donors and partners in all phases of project design and implementation; promote appropriate involvement of partners at all stages of the project cycle.

  • Promote a culture for learning and knowledge management across the organisation. Encourage effective documentation and sharing of learning through workshops, seminars, exposure visits, sharing meetings etc.

  • Ensure that WAU is appropriately represented and participates actively in relevant coordination structures at the national and district level and provide lead as and where necessary. This will include representing WAU in different taskforces, working committees, inter-sectoral committees, networks, alliances, workshops and meetings as assigned.

    Safeguarding & Safety & Security

  • Ensure that Safeguarding, Child Protection, and Gender Equality policies are fully embedded in project design and implementation as well as relationships with all actors Ensure that comprehensive health, safety and security measures (e.g. risk management plans, local security protocols) have been put in place when designing programmes / project and are consistently upheld during their implementation.

    Qualifications, Knowledge, Skills and Experience

    Essential

  • Master's degree in Public Health, International Health, other Health Sciences with extensive experience in WASH programming.

  • Minimum ten (10) years professional experience and at least seven (7) of which should be in a senior management position in reputed international or national non -governmental organization (NGO) leading multisector development programmes that deliver transformational change

  • A minimum of seven (7) years of experience in managing multidisciplinary team with a minimum project portfolio of 1.5 million USD, implementing WASH programs, preferably in the context of either or both public health and climate change resilience.

  • Proven experience in program management, including strategic planning, implementation, monitoring, and evaluation.

  • Excellent leadership and team management skills, with the ability to build and motivate high-performing teams.

  • Strong analytical and problem-solving abilities, with a focus on innovation and creative solutions

  • Competence in application of WaterAid common approaches to work including partnerships, convening, inclusion, systems strengthening, creating behavioral change, and mainstreaming gender and inclusion of youth.

  • Proven ability to build collaborative partnerships and alliances for influencing government policy and programme delivery.

  • Excellent communication and interpersonal skills, with the ability to engage and collaborate effectively with a wide range of stakeholders

  • Track record of gender sensitive approaches and programming of cross cutting issues i.e. people with disabilities, youth, and marginalized communities.

    Desirable

  • Knowledge and understanding of climate change adaptation and mitigation to WASH intersection.

  • Experience with gender equality and climate change

  • Skills in digital data gathering, statistics and statistical analysis software packages

  • Professional skills in preparation of research reports, policy design and interpretation. Having a good number of publications of articles in the recognized journals is preferred.

  • Experience of policy dialogue with government and donors.

  • Experience and knowledge on WASH sector issues is desirable with proven ability to analyse (qualitative and quantitative) data.

  • Extensive experience of Policy or Communication campaigns.
