About LMS Feed the Future USAID Kenya Livestock Market Systems Activity (LMS) is a Leader with Associates (LWA) Mechanism that is based on the premise that through collective action; expanded and viable economic opportunities; strengthened formal and informal institutions, systems, and governance; and improved human capital will strengthen people’s resilience in the face of shocks and stresses and can reduce the prevalence and depth of poverty, household hunger, and chronic under-nutrition.
LMS plans to mitigate the effects of the ongoing drought in northern Kenya targeting six counties of Garissa, Isiolo, Marsabit, Samburu, Turkana, and Wajir to save the development gains and stimulate market-based solutions to protect livelihoods and small and medium-sized enterprises.
This is part of activity’s strategy of ensuring it remains responsive to market system changes.
ACDI/VOCA therefore seeks to recruit 6WASH Specialists, one based in each of the targeted county who will closely work with WASH Engineers, County Program Manager, and other team members.
Position SummaryThe WASH specialists will implement day-to-day LMS WASH activities in the counties of posting.
They will provide technical support in the design,
implementation, and reporting for the LMS WASH component at the county level.
They will also support the development of the enabling environment for expanding water
supply and sanitation services through building the capacity of WASH institutions, county government, and other local stakeholders and enhance their relations with all external stakeholders.
They will work closely with the Departments of Water & Public Health in the counties to implement, monitor, and report on Water, Sanitation and Hygiene activities.
They will also support water departments in the development of sustainable water service provision in the county including the provision of technical assistance and capacity-building support to water service providers (WSP) in equipment and safety, customer service, contracting, business management, and regulations to facilitate market-driven improvements in service delivery.
The specialist will also provide business planning and technical trainings and work with county authorities to promote the development of regulations for safe and sustainable sanitation services.
Essential Duties Participate in and facilitate county stakeholders’ WASH forums including WASH-related technical working groups and county steering groups.
Lead capacity assessments at the county level to identify skills
gaps within WASH sector institutions (County Water Boards, Water Resource Users Associations, WSPs).
Support strategies to build the capacity of institutional staff in WASH as a key technical area.
Identify ongoing programs by county government, partners, and lobby for prioritization of WASH-related interventions, discuss and agree on collaboration efforts.
Support the ability of local governments, and WSPs to plan, regulate, and monitor WASH facility performance.
S/He will also identify opportunities to strengthen WASH monitoring and evaluation in target rural communities.
Offer technical support in implementation and increase uptake of sanitation and hygiene activities.
Provide technical input in the design and delivery of modules on alternative uses of water.
Support implementation of systems for efficiently monitoring and reporting of WASH activities.
Undertake regular field monitoring of sanitation and hygiene activities to ascertain progress against benchmarks, and utilization of resources and make timely recommendations for follow-up by WASH stakeholders.
Strengthening county WASH coordination forums and facilitating learning including synthesis of lessons learned documentation and dissemination of best practices.
Work with appropriate local partners in target areas to identify needs to develop and deliver business development services to potential private WASH product and service providers.
Contribute to timely reporting as required.
Qualifications
5+ years of experience working in WASH-related programs in Northern Kenya. Familiarity with county stakeholders in the WASH sector.
At least a bachelor’s degree in a WASH-related field.
Experience in addressing WASH governance issues at the local/ county level.
Experience in working on community-based water supply and sanitation program
implementation.
Familiarity in working with existing institutional sanitation and hygiene frameworks.
Fluency in written English.
