Your Challenge

Reporting to the Country Director, the Operations Support Manager (OSM) is responsible for ensuring that financial management, administration, logistics, human resources and ICT are effective, efficient and compliant with War Child Holland (WCH)’s policies and procedures.

The position is responsible for accounting, budgeting, forecasting, reporting, cash management, human resources management, and supporting operations. The OSM must also ensure a high level of rigor and integrity to support the projects and core capacity functions of WCH in South Sudan.

Your Responsibilities

Financial Management & Administration

  • Support the CD in maintaining efficient financial control (of cash flows, local payment, etc.), accountability standards, procedures and records;

  • Ensure preparation of budgets, financial management and generate financial management information for stakeholders (CD, Field Location Manager (FLM) and Head Office (HO));

  • Ensure the significant and normative role and participation of the support department during the project cycle (design, implementation, and reporting);

  • Ensure financial management policy, and guidelines are followed in all locations;

  • Ensure accurate, timely and correct bookkeeping and other financial records and its compilation into monthly financial report for the HO;

  • Ensure secured money transfers and bank relations.

    Logistics and Information & Communication Technology

  • Enhance systems and guidelines for the logistics department of the mission on procurement procedures, and store control (equipment, radio & vehicle use and maintenance, fuel tracking, etc.);

  • Review logistics manual, and ensure logistics policy and guidelines are followed in all locations (as a delegated responsibility of the CD);

  • Ensure quality control and compliance of the department coordinator for procurement and management of supplies, vehicles, assets, stock, PC’s, server and communication (as a delegated responsibility of the CD);

  • Ensure quality of logistical aspects of security management (related to communication systems, vehicles, etc.);

  • Ensure timely Management of NGO registration, work permits, visa and insurance issues;

  • Responsible for quality and security in the management and maintenance of IT and communications (laptops, printers, telephone and other means related to Information and Communication Technology) and for up-to-date software to enable functioning of IT-equipment.

    Human Resources Management, staff management and capacity building

  • Ensure proper HR administration throughout the mission and enhance HR administration tools and guidelines (including salary payments), and updating the HRM manual accordingly;

  • Ensure that the National Staff HRM policies (HRM
    instruments and systems), following the War Child policies, are in place and adhered to;

  • Ensure that HR administrative policies and practises are in line with local legislation;

  • Advise the CD the national HR/Admin Coordinator and FLM on HR administration and policies;

  • Report relevant developments on HR administration and policies in the field to the support department at the HO;

  • Build capacity of local partners in finance/logistics/HR/admin processes;

  • Manage (guide, coach, coordinate, control and develop) the finance, logistics (including IT) and HR Support Coordinators at the country office and provides technical supervision to support staff in the different field locations

    Your Profile

  • University degree from an accredited academic institution in Accounting, Finance or Business Administration. Post Graduate level education in the same field is preferred.

  • At least five (5) years of relevant experience in a similar role. International experience in hardship area is an advantage.

  • Demonstrated financial management and budgeting skills.

  • Experience in overseeing office operations.

  • Strong analytical skills to identify operational risks and ability to solve operational problems.

  • Capacity building capabilities in order to roll out policies, procedures and guidelines, conveying complex concepts in a simple and understandable manner.

  • Experience working for an INGO.

  • Able to communicate effectively with individuals at all levels of the organization

  • Ability to adapt to and learn new software.

  • Able to work efficiently as a part of a team as well as independently.

  • A critical and logical thinker helping to identify underlying principles, reasons, or facts.

  • Ability to work well under pressure and meet set deadlines.

  • Ability to organize, prioritize and manage time effectively.

  • Attention to detail in all areas of work.

  • High level of personal integrity and work ethic.
