Role Overview

  • The main objective of the PDM survey is to provide VSO Resilient Livelihoods Practice Area Team with valid information, which can be used to assess the efficiency of various inputs of the project and effectiveness of that project in terms of meeting set objectives.

  • The PDM will allow the team to know whether the primary actors received their entitled cash payment and to clarify the model of utilization of cash i.e. was cash shared, spent, saved or invested in small businesses.

  • The consultant will highlight VSO’s use of CVA to meet business survival needs, protection/inclusion, food security and health outcomes, where information is available on these outcomes related to CVA projects.

  • In addition, the PDM will assist the team to find out types of problems the primary actors faced during distribution and to assess primary actors’ satisfaction and appreciation of the distribution system and overall effectiveness of the distribution process.
