VLIR Scholarships in Belgium

I have been selected for Belgium Vlir (Biostatistics) scholarship program and I am required to pay tuition fee, i.e. EUR 80 and non-EEA countries payment of EUR 360 for SIP-insurances before 31 July using the following mention, but I cannot cover this payments. Could you help me?
