Job DescriptionVIS, Volontariato Internazionale per lo Sviluppo (International Volunteer Service for Development), is an Italian non-profit and Non-Governmental Organization (NGO) of solidarity founded in 1986 and registered at the Italian Ministry of Foreign Affairs.
Since then, it has been operating in Italy and in more than forty countries, particularly in water/sanitation, education and vocational training sector, through international development cooperation projects, with a holistic approach.
VIS has been working in Ethiopia since the 1990s, establishing a Coordination Office in Addis Ababa in 2003.
Over the years, VIS has established different partnerships, its most significant being with the Salesians of Don Bosco, DGMDA, ADCS, MCS, and SDB. Currently, VIS with its partner DGMDA is implementing a project entitled Resilience over Drought II- Strengthening resilience in Somali Region of Ethiopia.
VIS-Ethiopia wants to hire an experienced and competent Water Technician for the project.
Roles and Responsibilities:
Main purpose of the position is to ensure effective and quality implementation of the WASH activities implemented by VIS Jigjiga field office in Dahrour kebele of Harawa woreda. The WASH technician will provide technical support in the rehabilitation of Dahrour water system; support the sanitation and public health promotion activities. He/she will work closely with Jijiga project office to ensure timely delivery of WASH activities, and will assist the Project Manager in overall activities of WASH activities implementation.
Responsibilities:
Develop detailed bill of quantities (BOQ) and drawings for the construction/Rehabilitation works required in the targeted water sources.
Supervise the construction/rehabilitation process, ensuring completion within timelines and accordance with approved BOQs.
Certify achievement of contractual milestones, and provide reports to the PM to proceed with contractors’ payments.
With support from the Project Manager, develop, implement and monitor monthly activity plans to achieve expected results
Follow up the rehabilitation of water scheme including the installation of electro mechanical equipments for Dahrur borehole and the construction of on sport water structures
Follow up and ensure the installation of water distribution line, and pipes, valves, sockets etc.
Ensure the proper performance of the rehabilitated scheme and distribution-system flushing operations, including monitor wells and other water sources.
Provide and assist capacity building training to ensure effective developments of the quality standards for the
WASH activities .And, participate on training and hygiene promotion components to ensure public health activities are implemented.
To ensure minimum standards of technical quality in all activities and interventions, which are technically appropriate, realistic, in line with project specific objectives and on budget.
Make sure that WASH technical specifications and procedures based on Government and WASH Sector standards are adhered to during project design and implementation.
Participate in beneficiaries’ selection process to identify eligible households to benefit from project activities.
Perform any other task relevant to the position as requested by the PM
Perform any other task reasonably consistent with the key tasks of the function as requested by the WASH project Manager
Education and Experience
At least TEVET Diploma on water technician related field or BSc in Water Supply/Water Resource Management /Hydraulics.
Five (5) years of experience for Diploma or three (3) years on the position, and/or water supply management and construction experience.
Previous experience from working in the contexts in Somali Region water construction or water supply projects
Documented evidence and results related to the position’s responsibilities
Necessary Knowledge, Skills and Abilities
Working knowledge of proper water works plumbing methods and techniques; working knowledge of borehole related activities and some heavy equipment operating principles, practices and procedures; working knowledge of minor equipment maintenance and repair functions.
Ability to facilitate/provide training for WATSAN Committee on basic water system operation and maintenance as well as sanitation issues.
Ability to follow written and oral instructions; ability to establish and maintain effective working relationships with other employees and the public; ability to communicate effectively, both verbally and in writing.
Knowledge of the context in Somali region and willingness to travel in the district of Harawa Woreda
Work experience in cross-sector project management with Local NGOs or INGOs
Local language is mandatory
Excellent English spoken & written skills
