3. SENIOR Information Communication Technology Officer, Job Grade: VPI.11Job Ref. No: KVVI- 003/08/2017 (RE-ADVERTISED)- (One position)
Job Summary:Reporting to the Chief Executive Officer.
The job holder shall be responsible for providing support on systems that facilitate effective
computation, information-sharing and communication and critically ensure a continuous
independent assurance on the Institute’s Information Technology (IT) as regards to
confidentiality, integrity and availability of its infrastructure, processing systems and related
resources in line with the Institute’s IT policy and operations.
(a) Duties and responsibilities1. Driving the ICT agenda within the institute’s Strategic Plan;
2. Advising the Board and Management on all ICT matters;
3. Creation, design and management of databases for the institute.
4. Draw appropriate specifications for ICT equipment and systems and
participate in the budgeting;
5. Implementation of approved computer programmes and systems.
6. Establishment of a functional back-up systems in the institute.
7. Upgrading ICT infrastructure, systems and review ICT procedures
8. Carrying out feasibility studies for areas to be computerized and make
recommendations.
9. Develop and implement interfacing between different programmes.
10. Develop and implement guidelines for systems development, user
requirements and benchmarks for the institute.
11. Ensure timely renewal of software licenses.
12. Ensuring security and authorized access to data processing, equipments and
information at the institute's network installations.
13. Commissioning, installing and testing new applications before being handed
over to the user as being operational.
14. Liaison with the stakeholders to provide appropriate hardware repair and
maintenance services.
(b) Qualifications and experience1. Bachelors degree in Computer Science/Business Information
Technology/Information Technology or its equivalent from a recognized
Institution;
2. Diploma in Computer Science/ Information Technology or its equivalent
from a recognized Institution;
3. Masters’ degree in Computer Science OR Information Systems from a
recognized institution will be an added advantage;
4. Having served for at least five (5) years with proven competence on duty
performance in the Public Service.
(c) Core competencies:1. Microsoft Certified Systems
Engineer (MCSE/MCP)
2. Cisco certified Network Administrator (CCNA)
3. IT Professional Certificate (User and networking support)
4. Knowledge in Web Design
5. Proficiency in Script Programming - Sequential Query Language (SQL)
6. Proficiency in Local and Wide Area Networking (LAN and WAN)
7. Network Security certificate.
8. Implementation of Hardware infrastructure and knowledge of backup
processes and procedures.
9. Ability to work in a multi-cultural and multi-ethnic environment with
sensitivity to and respect for diversity;
10. Have an understanding of the structure and functions of the public sector;
11. Be a visionary and result oriented thinker;

c. Tax Compliance Certificate from the Kenya Revenue Authority;
d. Clearance from the Ethics and Anti-Corruption Commission;
e. Report from the Approved Credit Reference Bureau.
