Job Title: Advocacy & Policy Analyst
Report to: Executive Director

Organisation: Uganda Water and Sanitation Network
BackgroundUganda Water and Sanitation Network (UWASNET) is an umbrella organisation of International
and National NGOs working in the Water and Sanitation Sector of Uganda. UWASNET has a
membership of over 250 member NGOs that operate in different parts of the Country.
The aim of the advocacy and policy analyst position is to influence policy and practice in the water,
sanitation and environment sector, in order to promote sustainable, affordable and equitable access
to water and sanitation for all.
The Advocacy and Policy Analyst will develop, organise and
execute a wide range of activities to influence policy according to the scope of our programmes,
and specific results-oriented projects.
S/he will build policy capacity of our members and advice
on project implementation. S/he will carry out policy analysis and the writing of position
statements of our organisation.
Qualifications and experienceMinimum Qualification: A relevant degree, preferably in BA or B. SWASA. No less than 8 years
working experience in a reputable organization. Extensive experience of working in public policy
and/or advocacy on policy issues, with preference given to candidates who demonstrate a
successful record of contributing to public policy or institutional reforms.
Knowledge of the
Water, Sanitation and Environment sector policy debates and the policy perspectives will be
of
added advantage.
Duties and Responsibilities
Facilitate and guide our institutional advocacy strategy
Develop strategic partnerships with key actors to achieve our policy goals
Conducting, commissioning and supervising new research that strengthens the case for propoor WASH services and environmental conservation
Ensure timely development of position papers, policy briefings, presentations and other
advocacy materials and communication media
Identify key opportunities in the short and long-term in which we can influence policy
processes
Advice technical staff and the management for meaningful engagement with key actors
and institutions
Support opportunities for fundraising regarding policy interventions
Lead members on budget advocacy to strengthen sector accountability, transparency and
increase sector funding
Establish a mechanism for monitoring policy development
Support members in policy reviews, dissemination and formulation
Lead National dialogues aimed at improving sector funding and Right to water
Where need be, act as a spokesperson liaison to media, governments, and other actors;
Ability to ably interact with different stakeholders from national to community level

Strong leadership, interpersonal, and communication skills
Willingness to travel to up-country to support and oversee Partners’ projects
Ability to work well with a team, multi-partners, gender sensitivity and integrity are essential
attributes
