USAID/Uganda is seeking a qualified individual to serve as the U. S. President’s Malaria Initiative (PMI) Resident Advisor.
The USAID PMI Resident Advisor provides leadership, technical guidance, and overall direction on the planning, implementation, management, and monitoring of PMI in Uganda.
This requires coordination with the Ministry of Health (MOH), development partners, the RBM Partnership, and other Implementing Partners (IPs).
The USAID PMI Resident Advisor also works closely with the U.S. Centers for Disease Control and Prevention (CDC) PMI Resident Advisor, up to four Cooperating Country National Personal Services Contractor (CCNPSC) Project Management Specialist (Malaria), the PMI backstops in USAID/Washington, counterparts in CDC Atlanta, and other USAID personnel working within and overseeing the Mission’s activities, including the OHH Director, the USAID Mission Director, and the CDC Country Director.
Responsibilities include regular contact and collaboration with counterparts in National Malaria Control Division (NMCD) and other Government of Uganda (GOU) ministry officials and agencies, as well as with a wide range of civil society and private organizations, other donors and international organizations, and other United States Government (USG) entities working in malaria prevention and control.
Exercising extensive independent judgment in planning and carrying out tasks, representing the USG in critical technical and policy fora, resolving problems and conflicts, and taking steps necessary to meet deadlines.
Performing inherently governmental functions such as officially representing USAID at functions, advising on policy matters, managing contracts and grants, budgeting, developing planning documents and work plans, and reporting.
The USAID PMI Resident Advisor will serve as the technical and program team leader for the USAID PMI unit and, together with the CDC PMI Resident Advisor, the PMI co-lead at the U.S. Embassy in Kampala.
The USAID PMI Resident Advisor will provide technical expertise in malaria treatment, prevention, and control and must understand the social, economic, and cultural determinants and implications of the malaria epidemic in Uganda and neighboring countries.
The USAID PMI Resident Advisor
will formulate the USG position on malaria, make important policy decisions, and manage the program as a key representative of USAID/Uganda.
The USAID PMI Resident Advisor reports to one of two U.S. Foreign Service OHH Deputy Directors, who will provide overall operational oversight and supervision. The USAID Mission Director provides overall guidance to PMI.
Required professional qualifications include the following and offerors must address all the elements as part of their offer in response to this PSC solicitation.
EducationMaster’s Degree level, or higher, in public health, international health, medicine, health care development, or a closely related field.
Prior Work Experience
At least ten years of progressively responsible experience in designing, implementing, managing, and monitoring malaria and other health programs and activities in developing countries, with a preference given to candidates with African experience.
At least three years of experience in clinical application and/or implementation in the areas of vector control, malaria-related entomology, clinical case management of malaria, diagnosis, and/or epidemic surveillance.
At least three years of demonstrated supervisory experience leading and managing large, diverse teams of professional staff.
Demonstrated technical leadership, program management, strategic planning, policy experience, and problem-solving skills working on complex projects in a highly sensitive environment.
Experience working with USG agencies internationally, high-level host country counterparts, other donor-funded programs, international organizations, in-country program managers, policy makers, and a broad array of international health service providers and community leaders.
