Qualifications

  • EDUCATION: Completion of secondary school (both O’ and A’ levels) is required.
  • EXPERIENCE: Total of four years, at least three years of progressively responsible experience in the commercial security guard business, civilian or government police or military and one year in managing staff.
  • LANGUAGE: Level IV English ability (good working knowledge of written, spoken and reading) and level III ability (good working knowledge of written, spoken and reading) in any three of the following languages is required; Luganda, Lusoga, Kiswahili, Runyankole, Acholi, Lugisu, Runyoro, Rukiga, and Alur/Acholi.
  • SKILLS AND ABILITIES: Must have keen analytical abilities, originality of ideas, creative solutions, and the exercise of sound, independent judgment;
  • Must be able to make independent judgments on threats made to protected individuals.
  • Must be able to rapidly assimilate and assess real-time threat information and issue orders for the immediate conduct of defensive operations.
  • Must have a valid driver’s General license and be able to learn defensive driving.
  • Must be able and willing to use firearms safely and proficiently.
  • Must be able to operate a full spectrum of Microsoft Suite (Word, Excel, and PowerPoint at a minimum).

    US Embassy Public Health Administrative Management Specialist Jobs in Uganda

    Responsibility

  • Job holder is one of four specialists responsible for oversight at the post level of the administrative aspects of the agency’s cooperative agreements portfolio. Job holder’s administrative role extends throughout the life cycle of the implementing instrument, beginning with funding proposal preparation, initial award and carrying through to close out. These administrative functions provide the infrastructure for effective and coordinated implementation, monitoring and overall administrative management of the Centers for Disease Control and Prevention (CDC) PEPFAR-funded and other public health programmatic activities carried out by implementing partners in Uganda.

    Qualifications

  • EDUCATION: Master’s degree in public administration, public health, international development, business administration, management or finance is required.
  • EXPERIENCE: Three years of progressively responsible administrative management experience in a public health or international development program that includes administrative management of acquisitions, grants, contracts or cooperative agreement documentation and reporting, files management and exposure to external clients is required.
  • LANGUAGE: Level IV (fluency – speaking/reading/writing) in English is required, as well as level l (rudimentary) understanding of a local language.
  • SKILLS AND ABILITIES: Good communication skills, both oral and written, are required, to include ability to write clear and concise documents, reports, program and policy guidelines and ability to deliver oral presentations on programmatic matters. Excellent inter-personal skills are required in order to coordinate with USG colleagues and implementing/cooperating partners to ensure mutual cooperation. Demonstrated ability to multi-task in a highly-detailed work environment is
    required. The ability to assess problems and develop realistic solutions is required. Ability to plan and monitor budget expenditures to meet PEPFAR-program needs is required. Intermediate user level of word processing, spreadsheets and databases is required. Keyboarding skills that include both speed and accuracy are required. A facility to work with higher mathematical calculations for purposes of reporting is required.
  • JOB KNOWLEDGE: In order to support the host government and implementing partners in the development and strengthening of effective services for those who are co-infected, a cross-cutting professional knowledge foundation in HIV care, TB and TB/HIV activities is required. This would include detailed knowledge of current TB/HIV infectious disease issues, behavior change, counseling, care, testing and clinical interventions related to Tuberculosis, HIV treatment for co-infection and general HIV care and support. Detailed knowledge of the host government health care system and structures including familiarity with Ministry of Health policies, program priorities and regulations is required. Detailed specialist knowledge of agency care and support and TB/HIV public health programs, policies, regulations and precedents applicable to the development and administration of national/international public health programs funded by PEPFAR is required. Working knowledge of overall administrative requirements in support of memoranda of understanding and cooperative agreements is required.

    Responsibilities

  • Incumbent is assigned as designated driver to the Deputy Chief of Mission and operates a passenger vehicle. While not performing DCM designated duties, incumbent operates a passenger vehicle according to the Dispatcher’s instructions delivering/ transporting mail and/or personnel including official visitors within the city and surrounding areas. Incumbent must be safety and security conscious at all times.

    Qualifications

  • EDUCATION: Attainment of the Ordinary Level Certificate of Education is required.
  • EXPERIENCE: Two years of chauffeur experience is required.
  • LANGUAGE: Level III English ability is required. This will be tested.
  • SKILLS AND ABILITIES: Must have valid local driver’s license for combined types of vehicles (B, DL, and CM) and possess an armored vehicle training certificate.
  • JOB KNOWLEDGE: Must be familiar with local traffic laws and area traffic patterns.
