The U.S. Mission in Nairobi has an opening for the position of Secretary/Logistics Technician.
The position will be available immediately.
Minimum Requirements
Qualifications and Evaluations
Education: Completion of Secondary School is required.
Experience
One year experience in performing administrative work is required.
Evaluations:
Language:
Level III (Good working knowledge) Speaking/Reading/Writing of English is required. (This may be tested)
Skills and Abilities:
Basic Knowledge of Microsoft Word, Excel and Windows; and e2, Ariba (ILMS), Computerized Maintenance Management System (CMMS) is required.
Must be capable of handling boxes weighing 50lbs.
Numerical skills required for inventory.
Must possess a valid local driver’s license to drive standard shirt four-door truck to haul equipment and materials.
Qualifications:

Job Specification
Basic Function of Position
Position provides logistics support and related services for the Engineering Services Office (ESO) Nairobi related to their technical security equipment, materials, and supplies. This includes performing the annual inventory as well as ordering, receiving, and shipping of materials for the ESO and its constituent posts throughout the region. Additionally, incumbent provides support for other Africa regional posts as requested by the Office-in-Charge (OIC) of ESO Nairobi. Position is directly supervised by the ESO Officer in-charge.
Major Duties and Responsibilities
Coordinates all ordering, shipping, and receiving of equipment through Diplomatic Security's Computerized Maintenance Management System (CMMS).
Pack, ship, and receive equipment and materials, and track shipments to ensure receipt throughout the ESO Nairobi region.
Conducts inventories of the ESO's stocked and installed equipment.
Completes the necessary annual inventory reconciliation reports.
Maintains sufficient levels of stocked supplies and equipment per the OIC's guidance.
Organizes and sorts equipment and supplies.
Performs other duties as assigned by the OIC, including clerical and administrative support duties, escorting of uncleared personnel, or assisting with travel arrangements, and to receive and assign work orders using CMMS.
Maintains an up-to-date electronic file of logistics transactions throughout the ESO Nairobi region of responsibility.
Additional Selection Criteria:
Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
Current employees serving a probationary period are not eligible to apply.
Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.

Definitions
Appointment eligible family member (AEFM):
An individual who meets all of the following criteria is considered to be an AEFM for employment purposes:
Is a U.S. citizen;
Is the spouse or domestic partner (as defined in 3 FAM 1610) of
a sponsoring employee (as defined in this section);
Is listed on one of the following:
Travel orders of a sponsoring employee who is assigned (not TDY) to a U.S. mission abroad under Chief of Mission authority, or at an office of the American Institute in Taiwan (AIT), or
An approved Form OF-126, Foreign Service Residence and Dependency Report (or other agency equivalent), of a sponsoring employee who is assigned (not TDY) to a U.S. mission abroad under Chief of Mission authority, or at an office of the AIT, and is residing at the sponsoring employee’s post of assignment abroad;
Does not receive a U.S. Government retirement annuity or pension from a career in the U.S. Foreign Service or Civil Service.
Is not a Foreign Service Generalist or Specialist in Leave Without Pay (LWOP) status;
Is not a Civil Service employee with re-employment rights to their agency or bureau.
Eligible family member (EFM):
An individual who meets all of the following criteria is considered to be an EFM for employment purposes (country of citizenship is not a factor):
Is the spouse or domestic partner (as defined in 3 FAM 1610) of a sponsoring employee (as defined in this section); or child of a sponsoring employee under 21 and unmarried, or (regardless of age) unmarried and incapable of self-support; or a parent (including step-parent or legally adoptive parent) or sibling who has been declared as 51% or more dependent on the sponsoring employee;
Is listed on one of the following:
The travel orders of a sponsoring employee who is assigned (not TDY) to a U.S. mission abroad under Chief of Mission authority, or at an office of the American Institute in Taiwan; or
An approved Form OF-126, Foreign Service Residence and Dependency Report (or other agency equivalent), of a sponsoring employee who is assigned (not TDY) to a U.S. mission abroad under Chief of Mission authority, or at an office of the American Institute in Taiwan, and is residing at the sponsoring employee’s post of assignment.
Foreign Service or Civil Service annuitants.
Not an EFM and therefore not on the travel orders or approved through form OF-126 Foreign Service Residence and Dependency Report of the sponsoring employee; and
Officially declared by the sponsoring U.S. Government employee to the Chief of Mission (COM) as part of his or her household and approved by the COM; and
Therefore, if the MOH is not a U.S. citizen, employees who declare MOHs to the COM must ensure compliance with the provisions of 12 FAM 275 Reporting Cohabitation with and/or Intent to Marry a Foreign National.
