Summary The U.S. Mission in Uganda is seeking eligible and qualified applicants for the position of Residential Security Technician (RSET).
The work schedule for this position is:
Full Time, 40 hours per week
Start Date: Candidate must be able to begin working within a reasonable period of time following receipt of agency authorization and/or clearances/ certifications or their candidacy may end.
Supervisory Position: No
Duties
Incumbent performs inspections, installations, preventative maintenance, and emergency repair of alarm systems, locks, charley bars, and other residential security equipment.
Incumbent will also train the embassy community on the proper use of residential security equipment.
Incumbent serves as an incidental operator of official vehicles and meets all requirements outlined in 14 FAM 433.
Qualifications and Evaluations
Education
Completion of high school education is required.
A trade school certificate in the areas of technical electronics, locksmith, and or welding is required.
Requirements
Experience
At least 1 year experience in construction or electrical installations and 1 year experience in security alarm systems is required.
Job Knowledge
Must have a good knowledge of where to procure goods and services in the country.
Must possess good knowledge of technical operations and functions of alarm systems.
Must have good knowledge and/or experience in installing, troubleshooting, and repairing electrical and electronic systems.
Evaluations
Language
English level III (Good working knowledge) Reading/Writing/Speaking is required.
Skills and Abilities
Must be proficient in the use of computer applications especially MS Word, Excel, Outlook, Internet, and database programs.
Must perform duties with a high degree of professionalism and efficiency. Must have good record keeping skills.
Must possess the necessary skills to prepare and conduct training classes in the operational function of the alarm systems, locks, and grill emergency releases.
Must be able to understand basic electrical diagnostic equipment and perform fairly complex electrical installations.
Must be able to lift and carry tools, equipment or parts, (maximum weight 25 kilos), climb ladders to reach equipment platforms and roofs of buildings to access control panels.
Must have a valid, current class B driver’s license.
Must have had a valid driver’s license for a minimum of five (5) years.
Qualifications

Important
Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification.
A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant.
The certification letter should be on letterhead of the appropriate military branch of the service and contain:
(1) The military service dates including the expected discharge or release date
(2) The character of service.
Acceptable documentation must be submitted in order for the preference to be given.
This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
