DutiesProject Development and ImplementationGeneral: Plans, implements, and coordinates activities to reach EOL audiences and thereby expand Mission access to opinion-makers and thought leaders.
Manages all aspects of Tanzanian inbound and outbound exchange programs for EOL audiences.
Coordinates Department of State (DOS)-funded programs and develops Mission-designed virtual and in-person exchange activities.
For U.S. government (USG) programs implemented by Tanzanian organizations, ensures that partners comply with USG requirements.
Recommends grants and public/private partnerships to amplify USG investment.
Collaborates with the Strategic Content Coordination (SCC) team to produce and disseminate multimedia content to engage participants in professional exchanges and to promote public awareness of Mission EOL exchange programs.
Outbound Exchanges: Engages officers across the Mission to coordinate the process of identifying and recruiting Tanzanian participants for U.S. exchange programs.
Coordinates the Mission process to review and select participants and convenes Public Diplomacy (PD) Section- or Mission-wide selection panels as needed.
Inbound Exchanges: U.S. Exchanges: Identifies program options for inbound participants and coordinates program development. Organizes arrival orientations and maintains smooth communication among local implementers, participants, and the Mission.
Solves problems arising from Tanzanian implementer deficiencies.
Organizes debriefings for participants and Tanzanian implementers at the conclusion of exchange programs. U.S. Subject Matter Experts (Speakers/Specialists): Works with the EOL Specialist or PAO designee to identify objectives for speaker programs and other activities with U.S. and/or Tanzanian subject matter experts.
Works with partner institutions to organize activities and projects in support of those objectives; coordinates the implementation of logistics and other work plans, including cost sharing.
Coordinates/provides logistical and administrative support for visiting experts and arranges for/conducts arrival orientations.
Strategic Planning, Analysis, and Evaluation
Designs and recommends academic-year and short-duration exchange programs to engage EOL individuals and institutions in coordination with PD and Mission colleagues.
Uses analysis of EOL audiences to identify individuals or groups whose participation in exchanges has the greatest impact on Mission goals, in coordination with the EOL Specialist or PAO designee.
Reviews evolving formats and costs of DOS exchanges; recommends configuration of Mission-developed exchanges to gain the optimal policy benefit
for Mission policy objectives with the greatest resource savings.
Actively plans at least one year in advance for DOS-sponsored exchange and alumni programs in Tanzania, both those that must be organized in advance to match the one-year U.S. academic cycle and those requiring extensive lead time for program design, grant development, marketing, candidate selection, and implementation.
Intra- and Interagency Coordination
Develops good working contacts with Mission offices and agencies whose goals and objectives prioritize EOL audience outreach; works closely with Mission officers to ensure a strong slate of nominees for professional exchange programs, including the IVLP, and to coordinate the nomination and selection processes.
Coordinates exchange programs across the Mission to support and amplify the impact of overall EOL engagement, including those conducted by other sections and agencies.
Develops and organizes opportunities for Mission officers to sustain engagement with exchange participants and alumni networks on priority issues.
Collaborates with the SCC team to develop virtual exchanges and to support community engagement with like-minded groups of professional exchange alumni.
Administrative Functions
Budgeting and Financial Resources: Prepares and monitors the annual and individual project budgets for EOL exchange and alumni initiatives.
Contributes to the overall PD annual budget submission in consultation with the EOL Specialist or PAO designee and the Resource Coordination unit.
Fundraising: Works with the EOL Specialist (or PAO designee) and PAO on PAO-led fundraising for countrywide EOL exchange and alumni programs.
General: Maintains required office records and files and ensures that EOL exchanges are recorded in PD Tools and contact databases as needed.
