Duties

Leadership and Supervision of Activity Managers

  • The Deputy Office Director serves as OHA’s senior technical expert, assisting in the planning for a broad range of activities, including identifying opportunities for integrating with development assistance programs, specifically building, and managing partnerships, strategic information and data analytics; and taking a leading role in policy formation and guidelines to further humanitarian assistance and resilience activities in the geographic area.

  • Directly supervises Activity Managers as assigned within the OHA team. Oversees staff managing award cycles including deadlines for concept notes and proposal submissions. Keeps the Office Director abreast of any programmatic challenges/successes, as well as any important contextual information that could affect programming to ensure effective and efficient delivery of humanitarian assistance.

    Manage the OHA Program Cycle and Budget, Coordinate with USAID South Sudan and DC Offices

  • Leads the programmatic implementation of OHA’s strategy for South Sudan within the Humanitarian Pillar of the USAID Mission Strategic Framework.

  • They play a key role in Mission and OHA strategy development, activity design, and annual implementation planning to ensure the effective integration of humanitarian activities into the Mission strategies and programs.

  • They analyze constraints to humanitarian assistance, both sector-wide and country- and county-specific, in consultation with relevant stakeholders and recommend courses of action. Leads on broad, thematic issues, such as ensuring successful execution of the OHA sectoral priorities. The Deputy Office Director will coordinate among all members of the OHA to provide strategic advice and technical guidance in all humanitarian sectors to the rest of the USAID mission to ensure coordination of programming.

  • The Deputy Office Director will serve as Senior OHA Activity Manager and member of ad hoc work streams depending on staffing levels and program needs especially for the flagship activities within OHA and at the larger Mission. The Deputy Office Director leads and oversees the management of a broad range of key activities, bringing them together for the development of in-depth analysis of existing programs and projects, portfolio reviews and makes policy recommendations to strengthen Humanitarian Assistance and resilience programs.

  • The incumbent takes a lead role in program performance management assessment for the OHA portfolio and staff. They lead in the solicitation, review, and finalization of concept notes with internal and external stakeholders--including collaboration with other offices at the Mission.

  • Serves as a humanitarian advocate at the Mission and externally, ensuring that humanitarian principles are considered and respected throughout the program cycle while ensuring inclusivity.

  • Oversees and delegates coordination with other technical offices at the USAID Mission to advance South Sudan’s transition from relief to recovery, to resilience and, ultimately, sustainable development.

  • Provides expert-level guidance to the OHA’s annual budget and strategy process. The incumbent will support the team in triangulating and analyzing existing humanitarian needs, donor contributions, and key gaps. S/he will demonstrate deep knowledge and understanding on how context, seasonality and other factors impact the cost of delivering humanitarian services per beneficiary.

  • Leads the OHA Office input for annual planning documents such as the Operating Year Budget and Mission Performance Plan and Report (PPR).

  • Coordinates the preparation of OHA Office justification and rationale for the resource requests submitted to BHA/Washington.

  • Consults with the BHA South Sudan Team Lead and Technical Program Quality (TPQ) division for technical recommendations, changes, and best practices.

    Strategic Advisor to USG, BHA, and Donors to Transition South Sudan to Sustainable Development

  • As a senior humanitarian professional in the OHA Office and Mission, the Deputy Office Director advises and serves as a strategic thought leader and partner to the OHA Office and Mission leadership, technical office teams, and activity managers on important aspects of the USAID humanitarian assistance programming processes, including the effects of U.S. legislation and RTGoNU policies and priorities, U.S. assistance program
    objectives, budgetary levels and constraints, and preparation of program documentation related to the above.

    Qualifications and Evaluations

    Post Entry Training:

  • The incumbent will possess professional-level technical training and skills required to perform the duties/responsibilities required for the position.

  • Post entry training will primarily focus on the Agency-specific policies, procedures, and regulations that govern programming at the Mission; program design; and management systems.

  • Professional training includes workshops, courses, or conferences to expand knowledge, skills, and abilities in nutrition activities, and program M&E strategies.

  • Other training to maintain professional capability; courses offered for USAID staff as appropriate; and seminars and conferences needed to maintain professional qualifications subject to offerings and availability.

    Education Requirements:

  • Bachelor’s degree in business administration, economics, food security, international development, or related discipline is required. Master’s degree is preferred.

    Evaluations:

    Applications that do not meet the required minimum qualifications will not be scored. Candidates meeting the required qualifications for the position will be evaluated based on information presented in the application. USAID reserves the right to conduct interviews with the top ranked short-listed candidates. If the interview is conducted, the interview will be one of the determining factors in the final selection.

    Qualifications:

    Experience:

  • 10 years of progressive responsibility with experience in humanitarian and emergency needs assessment, food security, IDP returns monitoring; implementation of humanitarian programs is required.

    Job Knowledge:

  • The incumbent must have knowledge of international and local stakeholders in South Sudan in the humanitarian sectors.

  • Knowledge of the USAID Bureau for Humanitarian Assistance (BHA) or NGO / Public International Organization (PIO) programs or activities in South Sudan is desired, along with familiarity with their policies, regulations, methodologies, and documentation.

  • Strong knowledge and understanding of humanitarian programs in various sectors are desired.

  • Knowledge of government programs, other humanitarian and development agencies, NGOs, and other private sector entities active in humanitarian work.

    Skills:

  • The position requires advanced organizational, analytical, and management skills; good social and professional judgment; excellent interpersonal skills in cross-cultural and multi-level settings; an ability to interact effectively within the mission and other humanitarian actors.

  • The incumbent must be able to supervise, mentor, teach, and lead other colleagues on the team.

  • The incumbent must be capable of producing high quality work, often under time pressure in complex situations.

  • The incumbent must have advanced computer skills, including knowledge of Microsoft Word, Google docs, spreadsheets, and PowerPoint. Expert skills in interpretation and analysis of program monitoring and evaluation data are required.

  • The ability to work effectively in a team environment is also required. An ability to be flexible and establish priorities in an often fluid and changing environment is needed.

  • The incumbent must possess expert ability to work independently or on a team in a multicultural environment.

  • Demonstrated experience to regularly undertake extensive field assignments, often for weeks and under austere conditions is necessary.

  • The incumbent must have an ability to develop and maintain an extensive range of working level contacts with stakeholders, including high-level government officials.

    Language:

  • Fluent in English (English Level IV) with the capacity to prepare papers, correspondence, and the analytical materials in English, and the ability to fully participate in meetings carried out in English.
