U.S. Embassy in South Africa Human Resources Assistant (American Services) Jobs
DutiesUnder the direct supervision of Senior Human Resources (HR) Officer, incumbent key American Services programs, providing the full range of HR functions for American employees, their Eligible Family Members (EFMs) and Members of Household (MOH) assigned to the embassy, three consulates, and guidance to two other Missions in the region.
S/he is the mission-wide expert and official liaison with the Department of International Relations and Cooperation (DIRCO) and the Department of Home Affairs (DHA) on all matters relating to accreditation, privileges and immunities, work permits visas and diplomatic lists. Incumbent maintains the American staffing database.
The incumbent provides broad and highly specialized expert, procedural advice related to various Department of State programs such as, Rest and Recuperation (R&R) trips, Home Leave, permanent change of station issues, direct transfer issues, allowances etc.
Qualifications and EvaluationsRequirements:For the Experience and Education Requirements - Applicants Must Meet Either Option 1 or Option 2 to Qualify.
Option 1:Experience: For Full Performance Level at Grade FSN 09 is:
Minimum three years of progressively responsible experience in human resources or administrative field is required.
One-year supervisory experience is required.
Education:
Completion of two years general college studies is required. Proof of studies will be required.
OR
Experience:
For Training Grade Level at Grade FSN 08 is:
Minimum two years of progressively responsible experience in human resources or administrative field is required.
Six months supervisory experience is required.
Education:
Completion of two years general college studies is required. Proof of studies will be required.
Will provide full supervision to one full time HR Clerk and work guidance
to HR Assistant - EFM Program on Family Member staffing and position management. Provides work guidance/general supervision to the three Consulate HR Assistants.
Job Knowledge:
Thorough knowledge of host country accreditation practices and knowledge working with mid- to high-level contacts at the Ministry of Foreign Affairs on visas and accreditation.
Knowledge of regulations related to visas, accreditation, and Vienna Convention on diplomatic relations.
Must have knowledge working with DIRCO Protocol Director and Consular Relations Chief for complex visa related issues and contacts in other diplomatic missions.
Knowledge of privacy and confidentiality as it relates to personal information.
Evaluations:
Language::
Fluent in English - speaking/reading/writing is required. (This will be tested).
Skills and Abilities:
Good working knowledge of Microsoft Office (Word, Excel, Power Point, Outlook, and Internet).
Must have excellent customer service and communication skills to manage in-person and telephone contacts.
Must be organized, diligent and able to work under pressure.
Good interpersonal relationships are required.
Familiarity in the use of Microsoft Word and Excel is required. (This will be tested).
