Summary:

The U.S. Mission, CDC in Addis Ababa/Ethiopia is seeking eligible and qualified applicants for the position of Public Health Specialist (Laboratory Advisor).

The work schedule for this position is:

  • Full Time (40 hours per week)

  • Start date: Candidate must be able to begin working within a reasonable period of time (4 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

    Duties

  • Job holder is a technical expert in HIV clinical diagnosis and serology responsible for the implementation, coordination, monitoring and evaluation of laboratory program activities.
  • Under the direct supervision of Technical Officer-Laboratory in CDC-Ethiopia Laboratory Branch, the incumbent serves as program operations coordinator with primary responsibility of providing technical advice and inputs to ensure efficient, effective, and systematic management of CDC-Ethiopia laboratory programs.
  • The position does not have supervisory responsibility.
  • The incumbent will provide technical assistance to implementing partners and support Technical Officer-Laboratory and Branch Chief during planning, implementation, monitoring and evaluation of public health laboratory programs.
  • Job holder coordinates funding, report compliance and administrative record keeping with laboratory implementing partners to ensure projects are conducted in accordance with implementation agreement and that USG funds are appropriately utilized.

    Qualifications and Evaluations

    Requirements:

    Experience:

  • Minimum of five years of mid-to senior-level experience in developing, implementing and evaluating laboratory support programs that involve coordination with an international agency or implementing partner is required.
  • Additional bench level experience on laboratory methods and diagnostic procedures and laboratory management experience is more preferred.

  • Post Graduate degree (Master’s degree) in the field of clinical laboratory science, Microbiology, public health, or biomedical sciences is required.

    Language:

  • Level IV (fluency)-speaking/reading/writing) in English and Amharic. (These may be tested)

    Skills and abilities:

  • Strong oral and communication skills are required.

  • Ability to analyze, understand and discuss new program design, management and implementation approach is required. This includes the development of evaluation designs, use of reliable and valid instruments and methods for data collection, analysis and reports.

  • Ability to lead project teams and working groups and to develop effective working relationships with national and international working partners is required.

  • The ability to persuade and influence others will be required to work collaboratively with organizations engaged in laboratory programs to adopt appropriate strategies for their program activities and to coordinate with partners on national strategic planning for laboratory programs.

  • Intermediate user level of word processing, spreadsheets and database is required.

  • Advanced knowledge of statistics software such as STATA, EpiInfo, web based databases such as Panorama, DATIM and viral load database analysis is required. (These may be tested).

    Agency Benefits:

    Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Addis Ababa/Ethiopia may receive a compensation package that may include health, separation, and other benefits.

    For EFMs, benefits should be discussed with the Human Resources Office.

    The pay plan is assigned at the time of the conditional offer letter by the HR Office.

    Hiring Preference Selection Process:

    Applicants in the following hiring preference categories are extended a hiring preference in the order listed below. Therefore, it is essential that these applicants accurately describe their status on the application.

    Important:

    A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead.
