DutiesThe incumbent contributes to and supports overall administration and coordination of INL programming, and the management of projects in Ghana.
Assists the INL Director and Political section through engagement with senior Government of Ghana officials (example in the Ministry of Interior, Ghana Police Service, Narcotics Control Board, Attorney General's Office, Judiciary, Ghana Prison Service), attendance at program events, regular communication with partners, familiarity with project plans and progress, and drafting program updates, including cables highlighting program achievements.
The incumbent will engage in programmatic monitoring and evaluation of ongoing INL projects.
Qualifications and EvaluationsRequirements Minimum of 3 years of experience as project assistant, project officer, legal officer, or financial auditor with a local or international NGO, international organization, diplomatic mission, private company, or law office is required.
Must possess an understanding of the political, social, and security contexts in Ghana.
Must understand workings of the Government of Ghana, with an emphasis on agencies that are involved in the security and justice sector.
Must understand the principles and practices necessary for an effective criminal justice system to function and challenges to the development of strong institutions
Education Requirements
Completion of a University degree in Business, Political Science, Economics, Law, or Criminal Justice is required.
Evaluations
Fluent English (Speaking, Reading and Writing) is required.
(Language proficiency may be tested.)
Skills and Abilities
Ability to develop and maintain extensive contacts with officials in various judicial and law enforcement agencies within Ghana is required.
Must be able to exercise initiative and resourcefulness in obtaining information and communicate effectively in the English language.
Good writing skills in English, and strong computer skills (Microsoft Word, Outlook, Excel, Power Point) are required.
Computer skills may be tested.
Qualifications
All applicants under consideration will be required to pass medical and security certifications.

Agency Benefits
Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Accra, Ghana may receive a compensation package that may include health, separation, and other benefits.
For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time of the conditional offer letter by the HR Office.

Important
Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), Letter from Veterans’ Affairs which indicates the present existence of a service-connected disability dated within the past six months, equivalent documentation, or certification.
A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant.
The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.
Acceptable documentation must be submitted in order for the preference to be given.
This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
