DutiesIncumbent is one of three Financial Management Analysts of a six-person Accounting Unit, reporting directly to the Financial Management Specialist.
Incumbent has primary responsibility for budget formulation, financial planning, and all facets of allotment accounting for the Mission's serviced accounts: D&CP, PD, PD-Recycling, PD-IRO, IBB, MCC, OBO, State-PEPFAR,FAS,ITA and INL.
S/he also has reporting/budget responsibility for E2 travel funding, purchase card analysis, and compilation of FMC ICASS workload counts.
Provides timely, accurate, and detailed information on current and projected financial status allowing management to make procurement, hiring, and travel decisions.
Provides backup to other Financial Management Analyst.
Qualifications and Evaluations
Requirements
At least four years of experience in accounting or budgeting is required.
Must have comprehensive working knowledge of pertinent US Government appropriation laws, regulations, and procedures relating to budgeting, accounting, and financial management.
Must have full range of skills and abilities required in computing, and procedural and technical knowledge of financial planning.
Must have good working knowledge of ICASS principles.
Education Requirements
Completion of university studies with a minimum of a Bachelor's degree in accounting, finance/banking is required.
Evaluations
Fluency in written and spoken English is required.
High degree of proficiency in both the written and spoken language, including the ability to translate. (This may be tested)
Must have strong interpersonal skills and be able to communicate effectively with customers and colleagues in sharing technical accounting information and analysis.
Must be able to work independently. Must have good working knowledge of the internet and Microsoft products Word and Excel.
Basic typing ability.
Qualifications

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Accra, Ghana may receive a compensation package that may include health, separation, and other benefits.
For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time of the conditional offer letter by the HR Office.

Important
Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), Letter from Veterans’ Affairs which indicates the present existence of a service-connected disability dated within the past six months, equivalent documentation, or certification.
A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant.
The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.
Acceptable documentation must be submitted in order for the preference to be given.
This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
