Duties Position serves the Building Contract Manager for Consulate General Johannesburg, and directly supervises the Facilities Maintenance Supervisor.
Position is responsible for 11 person Facilities team.
Principle authority and technical advisor on all facilities operations.
Incumbent manages, supervises, and coordinates planning and scheduling for minor and major maintenance and repair projects and the preventive maintenance program at the Consulate ($100 million facility), the Marine Security Guard Residence (MSGR) ($20 million facility), as well as 2 United States Government (USG) owned and 55+ leased residential and functional properties.
Job holder is directly supervised by the Management Officer.
Requirements
Experience
A total of seven years combined specialized and general work experience is required.
Four of the seven years must be in facilities management and three years at a supervisory/ management level.
Job Knowledge
Must have a thorough professional knowledge of the field of Facility management.
High degree of knowledge about local and international building/ construction/ mechanical/ electrical codes and trade practices, and life safety standards.
Must be well versed in local certification of occupation and residential codes (electrical, mechanical, plumbing, structural, etc).
Excellent knowledge of HVAC, chillers, electrical distribution, voltage regulation, automatic transfer switches, and mechanical and electrical systems.
Education Requirements
Bachelor's degree in engineering, electrical, mechanical, general engineering, architecture, facilities management or construction management is required.

Language
Level IV(Fluent) reading/writing/speaking of English is required. (This may be tested).
Skills and Abilities
Must possess a valid driver's license (Code B or higher).
Must be proficient in the use of all aspects of Microsoft Office Suite, ARIBA, GMMS and AutoCad.
Numerical skills required to prepare budget.
Serves as the Contracting Officer's Representative for contractors performing building related projects.

Important
Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), Letter from Veterans’ Affairs which indicates the present existence of a service-connected disability dated within the past six months, equivalent documentation, or certification.
A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant.
The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.
Acceptable documentation must be submitted in order for the preference to be given.
This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
