    Duties

  • Under the supervision of the Overseas Buildings Operations (OBO) Site Security Manager (SSM), serves as the Foreign Services National Investigator (FSNI)/Security Investigator for all security related activities associated with the construction of the New Consulate Compound (NCC). Incumbent works independently and provides security and secretarial services in support of the project including background investigations, screening calls, file maintenances, etc. Incumbent maintains liaison with local police, OBO contractors, Local Guard Force (LGF), security organizations and other security authorities.

    Experience

  • Minimum of three (3) years of progressively responsible security related experience in investigative work with police or private security organization is required.

    Job Knowledge

  • Good working knowledge of procedures and policies of the security office with regards to conducting background investigations and determining suitability for employment and access to U.S. government facilities is required.

  • Good working knowledge of Nigeria's legal system and institutions, criminal law, and international security standards and regulation procedures is required.

  • Good working knowledge of documentary sources of information is required.

    Education Requirements

  • Two years of post-secondary education is required.

    This may be tested. Applicant MUST address ALL language proficiency requirement to be considered.

  • Good working knowledge of writing/ speaking/ reading English is required.

    Skills and Abilities

  • Ability to maintain extensive contacts with officials of various local agencies, as well as ability to exercise initiative and use research skills in obtaining information or evidence is required.

  • Good computer skills in Word, Outlook, PowerPoint, and Excel. Ability to draft concise reports and letters of inquiry in English is required.

  • Must have good interpersonal skills and the ability to develop and maintain contacts with officials of various agencies.

  • Must be able to conduct thorough interviews and evaluate honesty of candidates or employee.

  • Must hold a valid Nigeria driver's license.

    Agency Benefits

    Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Lagos, Nigeria may receive a compensation package that may include health, separation, and other benefits.

    For EFMs, benefits should be discussed with the Human Resources Office.

    The pay plan is assigned at the time of the conditional offer letter by
    the HR Office.

    Important

    Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), Letter from Veterans’ Affairs which indicates the present existence of a service-connected disability dated within the past six months, equivalent documentation, or certification.

    A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant.

    The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.

    Acceptable documentation must be submitted in order for the preference to be given.

    This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
