    Activity Overview:

  • The purpose of the USAID/Malawi MOMENTUM Activity is to support the Government of Malawi’s (GOM’s) efforts to reduce maternal, newborn, and child mortality through improved access and quality of health service delivery with particular focus on maternal, neonatal, and child health (MNCH); family planning/reproductive health (FP/RH); nutrition; water sanitation, and hygiene (WASH); and malaria prevention and treatment.

    Roles and Responsibilities:

  • URC is currently seeking a Director of Finance and Operations, with an emphasis on local organization financial systems strengthening. The Director of Finance and Operations is responsible for the project’s overall financial management, compliance, grants administration, human resources, and operations. Specific responsibilities include, but are not limited to, the following:

  • Ensure ongoing efficient, effective support and compliance across the project through the application of documented policies and procedures for finance and all core operations.

  • Guide, train, and supervise project finance, grants, human resources, administration, operations (procurement, transport, information and communication technology, inventory, safety and security, stores/warehousing), and sub-award teams.

  • Oversee the timely review, approval, and submission of all internal financial reporting requirements (e.g., donor financial reports, monthly field reports, e-draws, etc.).

  • Provide the Senior Management Team (SMT) with monthly financial reports, including the overall
    Activity budget status (budget tracker) and work plan budgets’ statuses; ensure potential issues are identified and addressed.

  • Work closely with the SMT to develop/monitor annual work plan and operating budgets and updates.

  • Perform internal audits and reviews, as required, to ensure compliance with company standards, donor requirements, and internationally accepted accounting practices.

  • Lead the implementation of strong internal controls and general risk management.

  • Ensure adequate subaward development processes and monitoring and management systems are in place for effective and timely issuance, reporting, and oversight of all subawards.

  • Monitor the effective oversight and support to recipients of project subawards to ensure consistent compliance with the terms of their agreements, including financial management and compliance with donor regulations.

  • Provide capacity building support to subgrantees in subaward management to ensure donor rules and regulations are followed.

    Required Experience & Qualifications

  • Bachelor’s degree in a relevant field

  • At least 7 years of relevant technical experience managing regulatory and financial compliance required for USG funding, including regulations experience and an in-depth knowledge of USAID financial management rules

  • At least five years of experience in project operations, including areas such as procurement, office administration, information technology, asset management, and human resources.

  • Experience managing and monitoring sub-awards, including international and local partners.

  • Demonstrated strong analytical, interpersonal, and multitasking skills.

  • Excellent leadership skills and a demonstrated ability to manage and work effectively with teams.

  • Proven ability to prepare budgets, contracts/ subcontracts, and donor financial reports.

  • Demonstrated capacity and prior experience in coaching and mentoring staff.

  • Excellent computer skills, particularly Microsoft Office applications and accounting software.

  • Excellent English oral and written communication skills.

  • Master’s degree in relevant field.
